(Patria) - The High Representative of the European Union for Foreign Affairs and Security Policy, Josep Borrell, said that the war in Ukraine is a great failure for Russia.
"They tried to take Kyiv and were repelled. Now they have left Kyiv, they see that it is impossible to take the capital," Borrell said at a press conference in Luxembourg.
"They are regrouping their troops in the east, and the Ukrainians are convinced that they will launch a major offensive in Donbas near their logistical bases," he said. Borrell also characterized the invasion as a "horror".
"What the Russian army has left behind are killed civilians, destroyed cities, indiscriminate bombing, like the one we see at the railway station (in Kramatorsk). We are very concerned about the human consequences of this war," he added.
Speaking about new sanctions, Borrell stated that nothing is ruled out, including oil and gas, but that a decision has not yet been made.
"It is easy for some member states that do not use Russian gas to say that they are ready not to use Russian gas, but for other member states, which are very dependent on Russian gas, it is not so easy," he stated.
