Bevanda sends BiH institutions' budget to the Council of Ministers on Monday

(Patria) - The Ministry of Finance and Treasury of BiH is finalizing activities on the preparation of the Framework Budget Document (DOP) for the period 2022-2024 and the Budget of BiH institutions and international obligations of BiH for this year and will send these documents for further procedure to the General Secretariat of the Council of Ministers of BiH.

After the remaining technical corrections to the texts of these two documents and the final checks of the budget content, these documents are expected to be submitted to the General Secretariat of the Council of Ministers of BiH on Monday.

Deputy Chairman of the Council of Ministers of BiH and Minister of Finance and Treasury Vjekoslav Bevanda stated regarding numerous public speculations about the budget adoption procedures that all this is preceded by requests and consultations with budget users who sent annexes to budget requests outside all deadlines, asking for additional funds.

According to Minister Bevanda, the Ministry of Finance and Treasury of BiH is carrying out this demanding work as quickly as possible despite numerous pressures from several sides and has rejected claims of obstruction in this process.

“I would like to point out that we waited nine months for the Global Framework of Fiscal Balance and Policies in BiH for the period 2022-2024, which was adopted by the Fiscal Council on March 30 this year, although the Ministry of Finance and Treasury completed its part of the work on time.

In addition, the budget for 2021 was never adopted, although it was sent to the Presidency of BiH in February last year,” emphasized Minister Bevanda.

He states that the Ministry of Finance and Treasury of BiH, in the shortest possible time under the given circumstances, worked simultaneously on the Framework Budget Document (DOP) for the period 2022-2024 and the budget of BiH institutions and international obligations of BiH for 2022.

“These are two voluminous and serious documents on which the financing of BiH institutions and the repayment of public debt rely. Therefore, the Ministry of Finance and Treasury of BiH had a difficult task, and we approach it responsibly, professionally, and do not succumb to various daily and unfounded pressures,” said Minister Bevanda.

Based on the Constitution and the law, the Ministry of Finance and Treasury of BiH is only a technical executor in the budget adoption process. After the Council of Ministers adopts the Draft Law on the Budget of BiH Institutions and International Obligations of BiH, it is sent to the constitutional proposer - the Presidency of BiH, which determines the proposal for the Law on the Budget of BiH Institutions and International Obligations of BiH for 2022, after which it is sent to the House of Representatives and the House of Peoples of the Parliamentary Assembly of BiH for final adoption.

The Global Framework of Fiscal Balance and Policies in BiH set the framework for the budget of BiH institutions for 2022, which will amount to 1,073,600,000 KM, of which the allocation of indirect tax revenues for the BiH level is 865,500,000 KM, and the rest are own revenues.
