At today's session of the Association of Independent Intellectuals "Krug 99" on the topic "Terrorism as a consequence of conflicting policies", Bakir Alispahić, professor at the Faculty of Criminal Justice, Criminology and Security Studies, and Professor Goran Kovačević, also a professor at the Faculty of Criminal Justice in Sarajevo, spoke, reports the Patria News Agency.
It was emphasized that Bosnia and Herzegovina is in a deep political crisis and significant social neglect, which is perhaps the most important reason for the lack of an adequate security system and the failure to respond to challenges such as terrorism.
This was stated by Prof. Alispahić, speaking on the topic "Terrorism as a consequence of conflicting policies".
- The situation in BiH is a consequence of global policies and the international community, and the political crisis that has lasted for decades does not allow for progress, especially in terms of consolidating the security sector - stated Alispahić, adding that terrorism is already a global phenomenon, carried out locally, with mostly global consequences.
- Terrorism is not improvisation, and no improvisation is allowed in dealing with terrorism. BiH can only resolve all problems related to terrorism with the help and cooperation of the EU and the USA, i.e., by intensifying and seriously pursuing activities on Euro-Atlantic integration. Terrorists are criminals and nothing but criminals, they are not idealists, nor heroes, nor fighters for freedom, nor protectors of religious and national interests - nothing - says Alispahić.
At "Krug 99", it was further concluded that in addition to the fundamental problems that BiH has (political and social security), there are also objective problems - a disorganized security system, the influence of politics on all segments of the security system, the influence of neighboring countries on the security system, the influence of a certain number of foreign countries and the international community on the security system.
Professor Goran Kovačević of the Faculty of Criminal Justice, Criminology and Security Studies in Sarajevo emphasized that in the fight against terrorism, there should be a connection between government representatives and citizens, as well as the local community.
- In BiH, no research is conducted on what the people of this country want; instead, everything we hear are the wishes of politicians. That is not the voice of the people, and that is not how to fight terrorism - said Kovačević.
Professor Kovačević further stated that he believes that security agencies in BiH have failed at all levels and in all timeframes, because the system is very expensive and inefficient.
- Resolving problems is reduced to the issue of territorial jurisdiction, not the jurisdiction of preventing criminal offenses - added Kovačević.
