14 POINTS: The document that changes the Middle East: What the US-Iran agreement says

(Patria) - According to a leaked draft agreement published by Al Arabiya English, Iran and the United States, together with their allies, are expected to sign a 14-point document declaring an immediate and permanent end to the war on all fronts, including Lebanon. The agreement provides for mutual respect for sovereignty and territorial integrity and a commitment to non-interference in the internal affairs of the other party, while a final agreement should be reached within 60 days, with the possibility of extension by mutual consent.

Among the most important provisions is the lifting of the US naval blockade of Iran and the restoration of maritime traffic within 30 days, as well as Iran's obligation to ensure the unhindered passage of commercial vessels between the Persian Gulf and the Sea of Oman within the same timeframe. The document also provides for the withdrawal of US forces from surrounding areas after the conclusion of the final agreement.

Under the draft, the US would commit to developing, together with regional partners, a plan for the reconstruction and economic development of Iran worth at least $300 billion, and to gradually lift all sanctions currently in force, including UN sanctions, International Atomic Energy Agency sanctions, and unilateral US sanctions.

Iran, for its part, would reaffirm that it will never produce nuclear weapons, while the issue of enriched uranium and other disputed aspects of the nuclear program would be left for the final agreement. Until then, both sides would maintain the status quo – Iran would continue with its current level of nuclear activities, while the US would not impose new sanctions or increase its military presence in the region.

The draft also stipulates that the US Treasury Department would immediately begin issuing exemptions for the export of Iranian oil, petrochemical products, and related services, including banking, insurance, and transportation. Additionally, frozen Iranian assets and property would be gradually released and made available to Tehran.

The document also provides for the establishment of a special mechanism to oversee the implementation of the agreement and monitor compliance with the commitments undertaken. After Iran receives guarantees that the key measures from the agreement have been initiated, the two sides would begin negotiations on a final deal, which would ultimately be confirmed by a binding UN Security Council resolution.

  • The Islamic Republic of Iran and the United States of America, together with their allies in the current war, by signing this Memorandum of Understanding, declare an immediate and permanent end to the war on all fronts, including Lebanon, and commit to refraining from any hostile actions against each other from now on and to refraining from the threat or use of force against each other. The final agreement will confirm the provisions of this article and the remaining articles.

  • The Islamic Republic of Iran and the United States of America commit to respecting each other's sovereignty and territorial integrity and to refraining from interfering in the internal affairs of the other party.

  • The Islamic Republic of Iran and the United States of America commit to negotiating and reaching a final agreement within a maximum of 60 days, with the possibility of extension by mutual consent.

  • Immediately after the signing of this Memorandum of Understanding, the United States of America will lift the naval blockade, prevent any interference or obstruction of the Islamic Republic of Iran, and restore traffic to full capacity within a maximum of 30 days. Ship traffic will be proportional to the traffic level of the Islamic Republic of Iran before the war. The United States of America also commits to withdrawing its forces from surrounding areas within 30 days after the final agreement.

  • After the signing of this Memorandum of Understanding, the Islamic Republic of Iran will immediately take steps to restore, within 30 days, the movement of commercial vessels from the Persian Gulf to the Sea of Oman and vice versa, to the pre-war level, taking into account the need to remove technical obstacles and neutralize mines, which will be carried out by Iran.

  • The United States of America commits to developing, together with its regional partners, a comprehensive plan for the reconstruction and economic development of the Islamic Republic of Iran, agreed upon by both sides, with financing of at least $300 billion. The implementation mechanism of this plan, as part of the final agreement, will be formulated within 60 days.

  • The United States of America commits to lifting, according to a schedule to be agreed upon as part of the final agreement, all types of sanctions currently faced by the Islamic Republic of Iran, including resolutions of the United Nations Security Council and the Board of Governors of the International Atomic Energy Agency, as well as all unilateral US sanctions, both primary and secondary.

  • The Islamic Republic of Iran reaffirms that it will never produce nuclear weapons. The Islamic Republic of Iran and the United States of America have agreed that the fate of enriched material and the fate of all other mutually agreed issues related to the nuclear program, including Iran's nuclear needs, will be appropriately resolved in the final agreement. The final agreement will confirm the provisions of this article.

  • The Islamic Republic of Iran and the United States of America have agreed to maintain the status quo until the final agreement is reached: Iran will maintain the status quo in its nuclear program, and the United States of America will not impose new sanctions on Iran or strengthen its forces in the region.

  • The United States of America commits that, immediately after the signing of this Memorandum of Understanding and until the date of the lifting of sanctions, the US Treasury Department will issue exemptions for the export of Iranian crude oil, petrochemical products, and their derivatives, and for all related services, including banking services, insurance, transportation, and the like.

  • The United States of America commits that, in light of the progress of negotiations towards the final agreement, frozen or restricted funds and assets of the Islamic Republic of Iran will be released and fully made available. These funds, whether held in a main account or transferred, will be used for any final payment to a beneficiary designated by the Central Bank of the Islamic Republic of Iran and will be fully available for use. The United States of America commits to issuing all necessary permits and licenses on that basis.

  • The Islamic Republic of Iran and the United States of America have agreed to establish an implementation mechanism to oversee the successful implementation of the final agreement and future compliance with the obligations under that agreement.

  • After the signing of this Memorandum of Understanding, and after receiving guarantees regarding the initiation of the implementation of Articles 4, 5, 10, and 11 of this Memorandum of Understanding and the continuation of the implementation of those steps, the Islamic Republic of Iran and the United States of America will enter into negotiations on the final agreement exclusively concerning the remaining articles.

  • The final agreement will be approved by a binding resolution of the United Nations Security Council.
