Spajić's 90-day deadline begins: Will he succeed in forming the Montenegrin government?

(Patria) - The President of Montenegro, Jakov Milatović, today, as expected, proposed his party colleague and leader of the Europe Now Movement, Milojko Spajić, as the mandatary for the formation of the 44th government.

The Constitution clearly stipulates that the mandatary has a deadline of 90 days to form a cabinet and the work program of the future Government.

Then, the Parliament of Montenegro decides at a session whether to support the mandatary.

Spajić received the support of most parliamentary parties for the mandate, but not for forming the Government, so negotiations will not be easy.

The Democratic Party of Socialists and the Civic Movement URA, with whom he does not want to negotiate, and the New Serbian Democracy and the Democratic People's Party (DNP), which are still negotiating their entry into power, have not given Spajić any form of support.

If the new executive branch is formed in three months, it means it can only be elected in mid-November this year.

There is also a possibility that if he realizes he cannot form a government, Spajić will return the mandate to the president.

the final option – if an agreement on the government is not reached, it would go to the polls again.

At this moment, there is another problem, and that is that political entities have not yet reached an agreement on the Speaker of the Parliament. According to the Constitution, the Speaker of Parliament proposes the mandatary for the formation of the Government to the Parliament.

This was reminded last night by the leader of Democrats, Aleksa Bečić, who explained that the deadlines for electing the Speaker of Parliament are not specified, but that the order of steps that must be taken for the country to enter a regular state is clear.

“There is no precisely defined deadline in accordance with the Constitution or the Rules of Procedure of the Parliament, but we can talk about consequences or indirect deadlines. Without the election of the Speaker of Parliament, it is not possible to elect a new government of Montenegro, nor is it possible to convene any session of the Parliament. Because, the only authorized person, in accordance with the Constitution and the Rules of Procedure, to convene sessions is the Speaker of Parliament,” said Bečić.
