(Patria) - Kosovo Prime Minister Albin Kurti stated that the Franco-German proposal was not intended as a final agreement proposal, but as a basic agreement, which normalizes the relations between Kosovo and Serbia.
Kurti told the Kljan Kosova portal that the plan provides for the "de facto recognition" of Kosovo, reports Pobjeda.me.
- It was not intended as a final agreement proposal. But, it is a normalization, which is not yet complete, because it provides for, we can say, de facto recognition - Kurti believes.
According to him, it is a legally and internationally binding agreement, although not final.
Kurti states that the Kosovo authorities accept the plan in principle, but that it must be negotiated.
- We accept it in principle, we have to negotiate, and then we have to translate that proposal into an agreement, because there are still many things that are not defined. Especially regarding international guarantees, implementation mechanisms, and the timeline - says Kurti.
He reiterated the assessment that the plan is a good basis for further talks on the normalization of relations between Serbia and Kosovo. He points out that when the plan was first presented on September 9, it was not an "all or nothing" condition, and on January 20, it was very close to such a condition being set.
Kurti added that Europe's request was that the Franco-German plan not be published publicly.
