Instead of filing a request for an assessment of the constitutionality of the law passed by the National Assembly of Republika Srpska, which relates to the non-implementation of decisions of the Constitutional Court of BiH on the territory of Republika Srpska, urgent action by the institutions of Bosnia and Herzegovina is needed.
The Prosecutor's Office of Bosnia and Herzegovina plays a key role in defending the sovereignty and territorial integrity of Bosnia and Herzegovina. It acts by prosecuting perpetrators of criminal offenses related to endangering the constitutional order and territorial integrity of the state.
Given the fact that the Prosecutor's Office has shown its inefficiency, thereby practically supporting the destroyers of Bosnia and Herzegovina, the Presidency of Bosnia and Herzegovina, as the head of state, must order the Prosecutor's Office to fulfill its constitutional and legal obligations, as well as order the High Judicial and Prosecutorial Council to, if the Prosecutor's Office does not react, immediately initiate proceedings for the dismissal of the Chief Prosecutor of the Prosecutor's Office of Bosnia and Herzegovina.
Furthermore, the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina also has an irreplaceable role in defending the sovereignty of Bosnia and Herzegovina. Citizens have transferred their sovereignty to them and authorized them to manage all processes on their behalf, in order to ensure equal rights for all citizens and protect their state.
At this moment, there is no justification for platitudes about the separation of powers into executive, legislative, and judicial, and about the complete independence of one branch of government from another.
The judiciary is independent of the executive and legislative branches in terms of decision-making, but it is not independent in terms of fulfilling its constitutional and legal obligations and acting effectively to protect the sovereignty and territorial integrity of Bosnia and Herzegovina, and prosecuting all perpetrators of criminal offenses prescribed by law.
This follows from the fact that the parliament passes laws that regulate the work of the Court, the Prosecutor's Office, and the High Judicial and Prosecutorial Council, and thus the parliament is the most competent body to demand effective action, as well as the dismissal of those holding judicial functions who, through their silence, support secessionist policies and protect those who undermine the constitutional order.
It is high time to arrest and prosecute the initiators of the undermining of the constitutional order, namely the President of Republika Srpska, the Prime Minister of Republika Srpska, and the members of the collegium of the National Assembly of Republika Srpska. If this does not happen, Bosnia and Herzegovina will face dramatic events with unforeseeable consequences for peace and stability throughout Europe.
It is evident that the High Representative and the international community, in such dramatic circumstances, issue mild and ineffective statements from which no one benefits.
Therefore, we must rely on our own strength and protect the state, its sovereignty, and territorial integrity.
If the state institutions do not act, the only thing left for the citizens, the patriots of this country, is to dismiss their elected representatives, take power, and thus protect their state.
