In Brčko, half of the budget goes to salaries

The Government and Assembly of the District agree that employment in public institutions, enterprises and funds must be stopped as soon as possible.

About half of the annual budget is spent on employee salaries, and that must stop, according to the Assembly.

They advocate for a moratorium on further employment and the reallocation of the existing administration as needed, and the funds saved in this way would finance the construction of infrastructure in business zones.

Around 4,500 employees spend more than 100 million KM, out of the 250 million that is the annual budget in Brčko. This is dysfunctional, which is why further employment must stop.

The President of the Assembly of the Brčko District, Siniša Milić, points out that in such circumstances, stopping the employment process seems to be something that could prevent more dramatic consequences, i.e., allow the number of administration to decrease through natural attrition.

Employment in principle must be put on a healthy footing, says Milić, and announces possible changes to the law on civil service that would enable the redistribution of existing staff.

- Public or external recruitment would only come when there are no candidates within the existing administration who meet the needs - Milić notes.
