(Patria) - Toni Vukadin is the current municipal and city councilor of Narod i Pravda in the Municipal Council Novi Grad and the City Council of Sarajevo, and since December 2023, he has also taken over the position of acting executive director for risk management. In March 2024, he was appointed acting director for business support at the Development Bank of FBiH. In the recent local elections, he was again a candidate for Narod i Pravda for the Municipal Council Novi Grad, where he won and took over the mandate, even though he is still employed at the Development Bank of FBiH.

Given that a report has been filed against Vukadin with the Agency for Prevention of Corruption and Coordination of the Fight against Corruption in BiH – APIK and the Anti-Corruption Team of the Government of FBiH due to a conflict of interest and appointment contrary to the Law on the Development Bank of FBiH, the Government of FBiH, by conclusion of 11.12.2024, gave conditional consent to the appointment of Toni Vukadin to the position of executive director at the Development Bank of the Federation of BiH. In accordance with paragraph 3 of this Conclusion, the appointee is obliged to provide the Supervisory Board of the Development Bank of the Federation of BiH with proof of the absence of a conflict of interest for the appointment in question, in accordance with the provisions of the Law on Conflict of Interest in Public Authorities in the Federation of Bosnia and Herzegovina.

To avoid a conflict of interest, Vukadin sent a letter to the Central Election Commission of BiH on December 18th of this year, informing them that he was resigning from his position as councilor in the City Council of Sarajevo for personal reasons. However, what is strange is that he did not offer his resignation from the mandate of councilor in the Municipal Council Novi Grad, where he received a new mandate. Therefore, he resigned from the mandate from the previous composition of the City Council, where his mandate would have lasted until the election of new city councilors anyway.

A letter arrived from the CEC to the City Council of Sarajevo on December 24th, informing them that the document submitted by Vukadin had a formal defect and that the correctly filled out form OB-1, which must contain all the data, was not submitted, and therefore the CEC cannot act on the request in question.

The CEC has given Vukadin a deadline of seven days to submit a valid form to the CEC for determining the termination of the mandate of an elected member of a public authority whose mandate is awarded by the CEC, properly filled out, with the date and phone number for contact, signed by the applicant and the president of the City Council of Sarajevo, and certified with the seal of the City Council of Sarajevo.

In the Municipal Council Novi Grad, councilors have received certificates of mandate award, and the constitutive session has not yet been concluded, but Vukadin has not resigned from that mandate, which means he still holds two public offices, and his appointment as executive director for business support is questionable.
