
(Patria) - "The "Trojka" parties have no opinion of their own; they showed in the House of Representatives that they are for technical amendments to the Election Law, and now they say they will reject it in the House of Peoples. This proves that they have to get their opinion from Dragan Čović and Milorad Dodik," said Džemal Smajić, delegate in the Bosniak Club of the House of Peoples of the BiH Parliament, commenting on the current situation regarding the amendments to the Election Law, both technical ones and those that are being packaged with technical amendments to satisfy Čović.
The leaders of "Trojka" (SDP, NiP, and NS) have scheduled a meeting for Monday at 1 PM and have invited all parliamentary parties at the state level to discuss amendments to the BiH Constitution with the aim of implementing the rulings from Strasbourg.
The Party of BiH, of which Smajić is a member, received an invitation, as did the National Democratic Alliance, whose representative Jasmin Emrić noted that attention should be paid to Dragan Čović's statement that at the meeting in Mostar they agreed with "Trojka" that the amendments to the Election Law of BiH would also change the method of electing members of the BiH Presidency, and he explained the model.
"They confirmed that agreement from Mostar in Bakinci; we witnessed the statements of the leaders of all parties, and it is clear that after that, when the American Embassy reacts, "Trojka" retreats, wanting to fix it now by saying that we must still go for limited amendments to the BiH Constitution.
I must emphasize one thesis that is constantly being pushed, that through amendments to the Election Law, they want to insert that a representative of the Croatian, Bosniak, or Serb people is elected, which is contrary to the BiH Constitution.
"The Constitution clearly stipulates that the BiH Presidency consists of one Croat and one Bosniak from the Federation and one Serb from Republika Srpska. Therefore, the Constitution does not provide for the possibility that members of the Presidency are represented by ethnic groups or entities, but they are members of the BiH Presidency," Emrić points out, explaining that through all proposals for amendments to the Election Law, the member of the Presidency is constantly emphasized and linked to the constituent peoples," says Emrić.
He adds that "Trojka" is taking a step back to repair the damage.
"They have deeply entered into an agreement that they cannot implement. They cannot implement it the way they envisioned it in Bakinci," added Emrić, believing that "Trojka" does not know how to get out of it, so they have announced some meetings.
He noted that the rulings of the Court of Human Rights are the priority.
"But, in all previous negotiations in Mostar and Bakinci, there was no talk of the rulings," added Emrić.
And that "Trojka" is ready to follow HDZ BiH and Dragan Čović can be concluded from the performance of Nihad Omerović (NIP), who presented a series of proposals contrary to the BiH Constitution, and even suggested that it might be acceptable for the member of the Presidency from the Croatian people to be elected in the House of Peoples, i.e., in the Croat Club!
"Only with asymmetric solutions can we reach a solution," said Omerović.
And asymmetry is precisely what, for example, Milorad Dodik advocates for, for whom it is acceptable that the member of the BiH Presidency is directly elected in the territory of the RS entity, and elected in the parliaments in the Federation!?!
In any case, only the reaction of the US Embassy and the public has led "Trojka" to organize a meeting with all parliamentary parties, and for now, SDA has confirmed that they will not come!
