(Patria) - Nine state ministries have provided data on the number of employees as of October 1, 2025, the number of employees and civil servants who started their employment in the period from 01/01/2023 to 10/01/2025, the number of leadership positions, and the national structure.
The Ministry of Security of Bosnia and Herzegovina has 176 employees: 71 Bosniaks, 70 Serbs, 30 Croats, and five from the Others category.
In the period 2023-2025, 22 employees (2 Bosniaks, 13 Serbs, 7 Croats) and 21 civil servants (4 Bosniaks, 14 Serbs, 3 Croats) were hired. The total number of leadership positions is 10, with five Serbs, three Bosniaks, and two Croats.
The Ministry was led by Nenad Nešić during 2023 and 2024 (arrested and dismissed in January 2025), after which the Deputy Minister Ivica Bošnjak (HDZ) took over leadership. A new minister was never appointed, giving the HDZ an additional position in the Council of Ministers of BiH.
The Ministry of Civil Affairs, led by Minister Dubravka Bošnjak (HDZ), has 136 employees: 58 Bosniaks, 48 Serbs, 27 Croats, and 3 from the Others category.
Regarding new employees in the period 2023-2025, 19 employees (6 Bosniaks, 5 Serbs, 7 Croats) and 14 civil servants (5 Bosniaks, 3 Serbs, 6 Croats, and one from the Others category) were hired. There are four Bosniaks and three Serbs and Croats each in leadership positions.
The Ministry of Justice of Bosnia and Herzegovina, headed by HDZ cadre Davor Bunoza, has 177 employees: 68 Bosniaks, 52 Serbs, 51 Croats, five Others, and one person who does not declare their ethnicity.
In the period 2023-2025, 30 civil servants and 25 employees were hired, including 19 court police officers. Of the 30 civil servants, 11 are Bosniaks, 10 Serbs, seven Croats, one from the Others category, and one who does not declare their ethnicity. There are four Bosniaks, four Croats, and two Serbs in leadership positions.
The Ministry of Finance and Treasury of Bosnia and Herzegovina, led by Srđan Amidžić, has 167 employees: 54 Bosniaks, 83 Serbs, 26 Croats, and four from the Others category. In the period 2023-2025, 71 employees were hired: 53 Serbs, 10 Bosniaks, six Croats, and two from the Others category. Additionally, 32 civil servants were hired: 22 Serbs, five Bosniaks, four Croats, and one from the Others category. There are four Serbs and four Croats, and three Bosniaks each in leadership positions.
The Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, led by Staša Košarac, has 186 employees: 90 Serbs, 61 Bosniaks, 34 Croats, and two from the Others category. In the period 2023-2025, 55 employees (31 Serbs, 12 Croats, 11 Bosniaks, 1 Other) and 28 civil servants were hired: 11 Serbs, and seven Bosniaks and Croats each, and one from the Others category. There are 4 Bosniaks and 5 Serbs in leadership positions, while Croats do not hold any leadership positions.
At the Ministry of Foreign Affairs, headed by Elmedin Konaković, there are 487 employees, including 231 Bosniaks (34 appointed officials), 153 Serbs (19 appointed), 95 Croats (22 appointed), and eight from the Others category (one appointed official). In the period 2023-2025, 61 employees were hired (39 Bosniaks, 14 Croats, 8 Serbs), and 45 civil servants (29 Bosniaks, 12 Croats, and 4 Serbs). There is one Bosniak and one Croat in leadership positions, while there are no Serbs in leadership positions.
The Ministry of Defense of Bosnia and Herzegovina, led by Zukan Helez, has 273 employees, excluding the BiH Armed Forces and civilian personnel. Of these, 134 are Bosniaks, 84 Croats, 52 Serbs, and three from the Others category.
In the period 2023-2025, 189 employees were hired: 101 Bosniaks, 57 Croats, 29 Serbs, and two from the Others category. There are four Bosniaks, three Serbs, and three Croats in leadership positions.
The Ministry of Human Rights and Refugees, led by Minister Sevlid Hurtić, has 115 employees: 60 Bosniaks, 32 Serbs, 18 Croats, and five Others. In the period 2023-2025, 37 employees were hired (23 Bosniaks, 9 Serbs, 4 Croats, and one from the Others category), and 21 civil servants: 11 Bosniaks, seven Serbs, and three Croats.
There are six Bosniaks, two Serbs, three Croats, and one from the Others category in leadership positions.
The Ministry of Transport and Communications is headed by Edin Forto from the Others category. This Ministry has 93 employees, including 66 civil servants, of whom 28 are Bosniaks, 25 Serbs, and 12 Croats. Of the 15 employees, five are Bosniaks, seven Serbs, and three Croats.
In the period 2023-2025, seven employees were hired: five Bosniaks, and one each from the Serb and Croat categories. Additionally, five civil servants were hired: three Bosniaks, and one each from the Serb and Croat categories.
Regarding leadership positions in this Ministry, three belong to Croats, and two to Serbs, while there are no Bosniaks in leadership positions.
In the nine state ministries, Bosniaks hold 32 leadership positions, Serbs also hold 32, Croats hold 25, and one is from the Others category. If we were to adhere to the 2013 Census, Bosniaks would have 13 fewer positions, Serbs would have four more positions, Croats would have 11 more positions, while two from the Others category are missing.
The analysis of employee numbers shows a shortage of Bosniaks and Others in these ministries, while both Serbs and Croats have more positions than they should according to the 2013 Census.
