Konaković swiftly reported Rimac, but not Amіджић: Why isn't the BiH Prosecutor's Office investigating the blockade of the BiH Budget for 2024?

Bosnia and Herzegovina, although we are in the sixth month of the current year 2024, does not have a Budget for this year! As things stand and how the coalition at the state level functions, it is likely that there will be no Budget for a long time!?

The consequences are more than tangible. Lawyers have woken up, warning that they are not receiving money for official duties, so it is only a matter of time before already slow court proceedings simply stop!

The BiH Prosecutor's Office is silent, even though the fact that BiH does not have a Budget directly concerns them, but there are no investigations or reports against those responsible!? Although the leaders of the Trojka (SDP, NS, and NiP) are calling for urgent adoption, no one has yet filed a criminal complaint against the Minister of Finance Srđan Amidžić (SNSD) who is obstructing the adoption of the Budget. High Representative Christian Schmidt, who is not using his Bonn powers in this case, is also silent!

Elmedin Konaković, the Minister of Foreign Affairs, who swiftly reported the Minister of Health Nediljko Rimac for not appointing Ismet Gavrankapetanović to head the KCUS, is not filing a report against Amidžić.

The Minister of Finance is obliged to send the draft budget to the Council of Ministers, which then goes to the BiH Presidency, after which it goes to the House of Representatives and the House of Peoples of the BiH Parliament. But on Dodik's orders, Amidžić will not release the Budget into procedures without the distribution of previously accumulated funds. There is simply no reaction in the chain of all those responsible for the Budget to be adopted.

The Constitution of Bosnia and Herzegovina stipulates in Article V.3f that the Presidency of Bosnia and Herzegovina proposes the annual budget to the Parliamentary Assembly, with the recommendation of the Council of Ministers, while Article 2 of the Law on the Council of Ministers of Bosnia and Herzegovina stipulates that the Council of Ministers is the executive authority of Bosnia and Herzegovina that exercises its rights and duties as governmental functions, in accordance with the Constitution of Bosnia and Herzegovina, laws and other regulations of Bosnia and Herzegovina, and Article 10, paragraph 2 of the Law on Financing stipulates that the Council of Ministers is obliged to submit the Draft Law on the Budget of Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for the next year to the Presidency of Bosnia and Herzegovina no later than October 15 of the current year.

Given the constitutional provision that clearly requires action from the Presidency, the question arises as to why the Presidency is not fulfilling its constitutional duties and is not requesting the draft budget from the Council of Ministers.

However, the most crucial question lies in what the BiH Prosecutor's Office is doing while Srđan Amidžić is keeping BiH on temporary financing.

By trading and blackmailing with unallocated funds, he is clearly knowingly breaking the law and acting negligently, causing damage to BiH institutions that cannot proceed with planned public procurement for military, security, and other equipment.

The underqualified personnel of the Trojka sitting in the Council of Ministers and the BiH Parliamentary Assembly are clearly there exclusively for themselves, and not for the state of BiH.
