Halilović: The international community must respond to the Greater Serbian declaration, which threatens the stability of the Balkans

In the article by Professor Enver Halilović, the Declaration of the All-Serbian Assembly, adopted on June 8, 2024, by the Government of Serbia and the BiH entity of Republika Srpska, is analyzed in detail. This document is the latest expression of Greater Serbian political projects, including the denial of genocide in Srebrenica and the promotion of hegemonic ethnopolitical content. The Declaration, which brings together representatives of Serbs from Serbia, RS, and Montenegro, as well as members of academies and the Serbian Orthodox Church, has legal and practical-political value.

Halilović points out that the Declaration was formally adopted for the first time as a programmatic document of state authorities, which distinguishes it from previous Greater Serbian documents. "This is the first time that such a document has gained legal force, making it binding for executive and legislative authorities," writes Halilović. He warns that the implementation of this document could have serious consequences for the stability of the region, as it is not just a theoretical vision but a legal act supported by key Serbian political bodies.

The Declaration is based on hegemonic ethnopolitical and cultural postulates that deny the existence of Bosnian, Croatian, and Montenegrin cultures. "The promotion of Serbian culture as the only acceptable one and the use of the Cyrillic alphabet as the primary script further intensify tensions in the region," states Halilović.

Furthermore, the Declaration promotes the Serbian language as the sole language for all Serbs, which further complicates multi-ethnic relations in Bosnia and Herzegovina and beyond. Halilović emphasizes that such an ethnocentric approach does not recognize cultural diversity but aims for homogenization in favor of Serbian culture.

Professor Halilović concludes that the declaration of the All-Serbian Assembly represents a serious challenge to the stability of the Balkans. "Its implementation could lead to political and ethnic conflicts, which requires an international reaction and potential intervention to prevent further destabilization of the region," warns Halilović.
