A strange virus has hit the reform coalitions imposed on Bosnia and Herzegovina and the FBiH entity, preventing them from even holding a meeting. And if they can't meet, then they can't talk, nor can they conclude what they agree or disagree on.
SNSD leader Milorad Dodik multiplied the trojka from Sarajevo and Dragan Čović by zero and went to talk with more serious politicians and policies from whom he expects and receives more support for his secessionist goals.
Dodik is in Budapest, and before leaving, he gave a lecture to his partners in which he clearly stated his goals, as well as what must be on the agenda for the next meeting, because he will not allow anything else.
Dodik is unequivocally the strongest and most concrete factor in that state coalition, and the only misfortune for Bosnia and Herzegovina is that he works against it. Opposite Dodik sit the Sarajevo trojka who do not have a single defined demand or proposal to bring to meetings and say either we adopt this or we don't negotiate.
The trojka are dealing with trivial matters and settling scores with political rivals and dissidents, while at the same time looking tragicomic compared to their partners from SNSD and HDZ.
When it comes to HDZ, Dragan Čović, the party's leader, has laid out priority tasks for the Sarajevo boys, and only other circumstances like parliamentary rules prevent him from forcing the Sarajevo tricolors to deliver the Election Law at the state level.
Unlike Dodik, who is the absolute master of the process, Čović is merely a shadow of Andrej Plenković, so he has to calculate much more, and therefore cannot be as explicit as Dodik.
Čović and the trojka were supposed to meet today, but the meeting was canceled. The media reported that someone got a fever, and given that the participants had already arrived for the meeting, it is not impossible that the fever was a product of stress.
Because, no matter how much they claim to be pushing for compromise and agreement, almost a year after the establishment of government at the state and entity levels, it is clear that this coalition is not functioning. On the contrary, there is increasing intolerance and nervousness.
Čović is quite nervous because he is nowhere near achieving the goal of reforming the Election Law, nor the appointment of Marin Vukoja to the Constitutional Court of BiH. The trojka is under serious stress, and it is clearly visible due to the lethargy that has gripped them and pushed them into absolute passivity and obedience to Čović, or Dodik at the state level.
There is no simple recipe for lowering the seriously high temperature in coalition relations, because a forcibly created political organism has no immunity to defend itself against viruses that increasingly take them out of commission.
The European Commission has clearly stated that no progress has been made, and the current government Trojka (SDP, NiP, NS), HDZ BiH, and SNSD could experience a final fiasco between December 5th and 20th.
By then, it will be clear to coalition partners, citizens, and the creators of the government we have that we have lost a year without any success. And that is the closest possible diagnosis; the therapy must be a change of both state and FBiH government, otherwise the virus could threaten the stability of the country.
