
(Patria) - The Speaker of the House of Representatives of the Parliament of the Federation of Bosnia and Herzegovina, Mladen Bošković, has scheduled two regular sessions of this legislative body for next week, on January 22 and 24, based on unconstitutional authority.
On the other hand, SDP's Belmin Zukan has scheduled a session of the Legislative-Legal Committee for Monday, January 22, with only four items on its agenda: the Proposal of the Decision on temporary financing of the Federation of BiH, the Proposal of the Decision on giving consent to the financial plan of the Federal Employment Bureau, the Proposal of the Decision on amendments to the Rules of Procedure of the House of Representatives of the FBiH, and the Decision of the Constitutional Court of BiH from March 30, 2012.
The agenda of the Legislative-Legal Committee session essentially boils down to two agenda items. The Decision on temporary financing of the Federation of BiH and the Proposal of the Decision on amendments to the Rules of Procedure of the House of Representatives of the Parliament. The intention of Belmin Zukan and SDP is to initiate a kind of hostage crisis, i.e., to link existential issues of pension payments, social and veteran benefits to amendments to the Rules of Procedure that will enable the appointment of HDZ's candidate to the Constitutional Court of Bosnia and Herzegovina, Marin Vukoja.
Procedurally, Belmin Zukan could have scheduled two separate sessions, one deciding on the Proposal of the Decision on Temporary Financing of the Federation of BiH and another discussing the HDZ Proposal of the Decision on Amendments to the Rules of Procedure of the House of Representatives. However, despite the clear legal and procedural path to separate citizens' existential needs from the election of Marin Vukoj, the 'Trojka's' frontman Zukan decided to endanger the financial structure of the Federation and take the most socially vulnerable categories hostage to Čović's blackmail.
SDP's act of holding social categories hostage, all to fulfill the political desires of HDZ and Dragan Čović, shows that both SDP and 'Trojka' have crossed the Rubicon. Not only are they ignoring the justified criticism for selling out the interests of the state and state institutions, but they are also ignoring ordinary citizens, whom they are clearly willing to take hostage, all to deliver the most important judicial instance to the HDZ-SNSD bloc, at a time when separatist threats are gaining credibility as never before in the Dayton history of Bosnia and Herzegovina.
The path that SDP and 'Trojka' have embarked on is clearly a one-way street, as the strategic decision to sell out the state's interests was made earlier. The alleged promises and oaths of some SDP members that they will not vote for Marin Vukoj and deliver the BiH Constitutional Court to HDZ are unlikely to be credible.
