Belgrade Faculty of Civil Engineering Publishes What Documentation Is Missing for the Novi Sad Railway Station

(Patria) - The Faculty of Civil Engineering of the University of Belgrade has published a list of documentation for the building of the Novi Sad Railway Station that is currently unavailable to the public or incomplete.

In order to inform the public, the Faculty of Civil Engineering conducted an analysis of the available documentation on the Novi Sad Railway Station published on the websites of the Government, Infrastructure of Serbian Railways, and the Higher Public Prosecutor's Office in Novi Sad, as of January 24.

It was stated that the conceptual design from the Project Documentation is not available, and that the contracts and annexes to contracts with all subcontractors are not complete in the Contractual Documentation.

From the Construction Documentation, the minutes of the introduction to the job, the inspection book, the attestation-technical documentation, the geodetic survey of the facade substructure, the statements on the completion of the foundations and on the completion of the structure in a structural sense are not available, nor are the construction diaries of all trades complete, nor the construction book and the interim and final payment certificates.

In the documentation under the responsibility of the investor, the documentation exempted from Infrastructure of Serbian Railways is not complete - approvals for the selection of all engaged subcontractors, including the technical control and the committees for the technical inspection.

The Faculty added that in the documentation under the responsibility of the Republic Construction Inspectorate, the certificate of the competent authority on the receipt of the statement on the completion of the foundations (for the new gallery in Vestibule B) and the certificate of the competent authority on the receipt of the statement on the completion of the structure in a structural sense are not available.

"Documentation that is kept electronically and is not certified with an electronic signature cannot be temporally determined, so it is possible that these are not the final versions of that documentation or that the documentation is not authentic," stated the Faculty of Civil Engineering.

The statement also pointed out that the documentation shows more than 130 subcontractors in tabular form, but their subcontractors are not shown, and that contracts with all participants in the project implementation are not available.

It is also emphasized that part of the available construction diaries is illegible.

"As documentation that is not kept electronically (filled in by hand), considering the time that has passed until their publication, the authenticity of the construction diaries may be questionable.

In the available construction diaries, there is no record of the technical inspection of the building, nor of the release of the building for trial operation," the statement adds.

It was determined that the monthly report for April 2024 is missing. Weekly reports are available, according to which the architectural and civil engineering works on Vestibule B of the Novi Sad station building began in the fourth week of April, which is not in accordance with the available construction diaries in which the said works began earlier," the statement reads.

The Faculty emphasized that the Report on the performed technical inspection of the station building with a proposal for release for trial operation is dated April 4, 2024, and that this report refers to a notification of works that does not relate to the cadastral parcels on which the station building is located.

"The consent of the investor and financier to the selection of all subcontractors is not available, and according to the contract of the financier, investor and contractor, the selection of all subcontractors must be carried out through a public call, transparently and ensuring competitiveness," they stated from the Belgrade faculty.

Finally, they added that documentation is not available on the basis of which it is possible to determine how the subcontractors were selected.
