
In the year that the 'trojka' parties SDP, NIP, Naša stranka have been in power, they have enabled HDZ to manage roads and highways in the Federation of BiH.
The General Director of JP Autoceste FBiH is Denis Lasić (HDZ). The General Director of JP Ceste FBiH is Ljubo Pravdić (HDZ). Prior to this mandate, HDZ never controlled Autoceste FBiH. The Minister of Transport and Communications of FBiH is Andrijana Katić, an HDZ BiH cadre.
At last night's session, the parliamentary majority elected new members of the Regulatory Commission for Energy in the Federation of Bosnia and Herzegovina (FERK), in which HDZ has two members. Samir Hadžihusejnović, an SDP cadre, was appointed as a member representing the Bosniak people, Sanela Pokrajčić (HDZ) for the Croat people, and Vesna Marić (HDZ) for the Serb people. Decisions in FERK are made by a simple majority (2:1). HDZ BiH has never had two members in FERK before, thus deciding on electricity prices and other energy-related issues.
Under the dictate of Dragan Čović, who has been waiting for the appointment of Marin Vukoja for 16 months, 51 deputies, 15 of whom are from HDZ, elected Vukoja as a judge of the Constitutional Court of BiH in the late hours. Given that constitutional judges retire at the age of 70, Vukoja could remain in the Constitutional Court of BiH for the next 19 years. As he comes from the position of secretary of the House of Representatives of the BiH Parliament, a cadre close to HDZ BiH could return to that position.
Dragan Čović's wishes do not stop there, as he has already warned the 'trojka' parties about the situation in the Federal Police Administration, where HDZ has been trying to appoint a director for years. Given that the Minister of Internal Affairs of FBiH is Ramo Isak, a Bosniak, according to the Law on Internal Affairs of FBiH, the director of FUP cannot be from the same constituent people. However, for this appointment, it is first necessary to elect a new Independent Board whose mandate expired almost two years ago. In order to elect members of the Independent Board, the Commission of both houses of the FBiH Parliament must be constituted, which has not yet been done.
After the friction between BHRT and RTV FBiH, instead of solving problems at the state public broadcaster where employees are not paid, their work experience is not consolidated, they cannot exercise their right to retirement, and programs are being canceled, the 'trojka' parties and HDZ see the only problem in the management structure of FTV. Thus, Čović announced that they will very soon appoint new management structures for the public service FTV, where they clearly want to install a suitable person with SDP, as they did at BHRT in the person of Mario Vrankić and Valentina Rupčić.
Regarding the state level, the 'trojka' parties, and primarily SDP, have handed over the position of state coordinator for public administration to HDZ, and a cadre of HDZ is at the head of the state agency for public administration.
What the 'trojka' parties requested, they did not even get due to internal relations. The appointment of the director of KCUS, as well as the Southern Gas Interconnection project, is blocked. The relevant ministry that refused to issue urban planning consent is led by an HDZ cadre. Although the US has clearly expressed its stance that the Southern Interconnection is a project of state importance due to reduced dependence on Russian gas, Čović disregards this. He insists on establishing a new company based in Mostar that would be responsible for this project instead of BH-Gas.
Furthermore, there is still no news about the formation of special departments of the FBiH Prosecutor's Office and the FBiH Supreme Court, the so-called "federal USKOK". The HJPC, which conducts the procedure for electing prosecutors and judges, is blocked in its further work due to problems with the establishment of the Department for Integrity, i.e., verification of the assets of judicial office holders. Since the Department cannot be formed by the established deadline, the deadline needs to be extended again, and there is still no approved funding for 14 employees. The Ministry of Finance and Treasury of BiH has remained silent to the urgencies of the HJPC, and the Minister of Justice Davor Bunoza, an HDZ cadre, is also not responding.
