Everything heard in recent days regarding the Growth Plan is a reflection of the political reality in Bosnia and Herzegovina, and the relationships within the Trio, consisting of the SDP, NIP, and Our Party, have become particularly clear. We have even shed light on some of the events within People and Justice, where Elmedin Konaković is once again showing himself as a lone wolf eager for the blood of SDA and Bakir Izetbegović, with the state of BiH being the least important to him on this path.

That is why Denis Zvizdić, Vice-President of NIP and member of the Collegium of the House of Representatives of the BiH Parliament, had to interpret his frantic explanations about the halt of the Reform Plan.

Namely, first Elmedin Konaković and Edin Forto claimed that the delay was due to the infamous Coordination Mechanism, and then Nermin Nikšić, President of the SDP and Prime Minister of the Federation, correctly explained that it was due to the Council of Ministers BiH Working Team, and that the Coordination Mechanism had nothing to do with it.
“The competent Working Team for the Growth Plan IS NOT PART OF THE COORDINATION MECHANISM,” Nikšić will assert, and this claim is supported by documents.

For starters, it seems that their Coordination Mechanism is not functioning within the Trio, because with this statement by Nikšić, NIP's Zvizdić will agree.

“The procedure for adopting the Reform Program related to the Growth Plan for BiH has nothing to do with the coordination mechanism,” Zvizdić will state.

His boss Konaković said on July 24, 2024, that “through the infamous coordination mechanism, which they devised themselves, they enabled cantons to overturn state decisions.” Konaković is actually just looking for a way to accuse the SDA of blockades, and still, no one in power has explained how BiH would even receive 70 million euros from Brussels if these funds are not planned in the Budget. And they are not!

According to the adopted Budget, the foreign revenue plan amounts to zero convertible marks, and the Budget is cemented by the adopted Fiscal Framework. It is worth mentioning that the Fiscal Framework was adopted in January, even though the Growth Plan and Reform Plan were known in December 2023.

Incidentally, the current convocation of the Council of Ministers of BiH, in which Elmedin Konaković sits, as well as Edin Forto who followed Konaković's narrative, adopted a decision to form a Working Group for the preparation of the Reform Program, which stated that the Working Group would “adopt the Rules of Procedure by consensus.”



After that, the Working Group, which included Edin Forto, Nermin Nikšić, as well as Nihad Uk, adopted the Rules of Procedure which stipulate that the Working Group makes decisions – BY CONSENSUS.



Incidentally, according to the Constitution, the Council of Ministers of BiH is not obliged to respect the decision of the working group and can send the infamous Reform Plan without their approval, just as Borjana Krišto did on April 30, 2023, when it was announced that the 'list was almost entirely harmonized with the proposals of the European Commission, i.e., more than 97 percent'. At that time, Republika Srpska opposed it and did not give its consent, but the Reform Plan was sent to Brussels.

From then until today, there have been more than 200 requests for changes from Republika Srpska, so it is evident that the Council of Ministers of BiH wanted to hide behind the cantonal prime ministers with the story that the SDA also supported such a thing, thus shifting responsibility for weakening the state of BiH from themselves!

If that is not the case, then the Council of Ministers can also send the Reform Plan without the four cantonal prime ministers, because the Constitution allows them to do so, but then they bear responsibility for the betrayal themselves, because their insidious plan of 'everyone agreed to it' has failed!
