Report on the Work of the ZDK Government Adopted: High Degree of Implementation of Measures and Activities with Less Funds Spent

(Patria) - The Government of Zenica-Doboj Canton, at a session chaired by Prime Minister Nezir Pivić, adopted the Report on the Work of the Government for 2025,
which contains an overview and analysis of the execution of planned measures and activities.

In terms of efficiency, 25 administrative bodies implemented planned measures and activities/projects within their jurisdiction, through a total of 126 measures and 765 activities.

-The total implementation rate is as high as 98.3% of planned measures and activities, with only 85.9% of the planned funds actually spent for their implementation. Based on the achieved results, it can be concluded that the planned activities/projects were realized with less financial resources than planned, thus confirming the high degree of work efficiency and fiscal commitment of the Government - said Prime Minister Pivić.

He stated that the effectiveness analysis shows that most indicators at the level of strategic measures are showing a positive trend, with some goals being achieved or even exceeded, especially in the areas of economic growth, exports, education, and social spending.

The Government also considered and adopted the programs for the expenditure of funds of the Ministry of Education, Science, Culture and Sport, which allocated over 10 million KM, of which 2.2 million KM through transfers to other levels of government, 100,000 KM for youth projects and activities, the same amount allocated for the transfer for the protection of cultural and historical monuments, 250,000 KM for scientific research activities, 1 million KM for preschool education, and a record amount of 6 million KM for sports.

- This year we have achieved such a level of investment in sports that this is definitely
the largest amount. The adoption of the Law on Clubs of Special Interest for ZDK certainly contributed to this - said Prime Minister Pivić.

Within the Ministry of Economy, the programs for the expenditure of funds adopted today allocated 6.5 million KM, of which 2,850,000 KM for programs to develop economic competitiveness, 1,200,000 KM for the development of tourism infrastructure, tourist destinations and offerings, 70,000 KM for subsidizing projects of development agencies, 550,000 KM for subsidies for participation in international fairs and economic meetings, 80,000 KM for subsidizing projects of chambers and associations, 450,000 KM for subsidizing administrative costs of constructing production facilities, and 300,000 KM for providing loans under favorable conditions.

There are also Escrow funds intended for the development of entrepreneurship and
entrepreneurial culture, as well as traditional crafts, in the amount of 1 million KM -
said Pivić, noting that the total incentive funds for investments in the economy will approach the amount of 10,000,000 KM.

-A record amount of incentives for the economy has been adopted. We constantly emphasize that ZDK is the backbone of development and the pillar of economic development not only for our region but also for Bosnia and Herzegovina - said the relevant minister Samir Šibonjić.

He announced that a program for the expenditure of funds for industrial zones, of which there are currently 26 in ZDK, will also be adopted soon.

The Government adopted a record amount for the Expenditure Program for 2026 of the Ministry of Spatial Planning, Environmental Protection, Transport and Communications, which has 27 million KM available this year.

-This strategic annual document envisages that in 2026 we will invest 27 million KM in road infrastructure under the jurisdiction of ZDK. Of the total amount, slightly more than three million KM relates to transferred funds for projects started in 2025 - said the relevant minister Adnan Šabani.

He specifically highlighted the sections Zenica – Lašva, the continuation of the GGM construction, Breza – Vareš, Zavidovići – Kamenica, Nemila – Bistričak – Teslić, Vareš – Pogar, and Visoko – Kiseljak. Approximately 7.5 million KM is planned for new projects in 2026.

Significant funds are also planned for the preparation of project and technical documentation for regional road sections, and as in previous years, local projects for roads leading to tourist destinations will also be supported.

The Expenditure Program of the Cantonal Commodity Reserves Directorate of ZDK in the amount of 456,000 KM was also adopted.
