(Patria) - The Public Prosecutor's Office for Organized Crime, after several months of pre-investigation work, in cooperation with the Security Information Agency and the Service for Combating Organized Crime, has arrested eight people, including the state secretary in the Serbian Ministry of Education, on suspicion of committing the criminal offenses of influence peddling and abuse of official position, the Public Prosecutor's Office for Organized Crime announced.
As stated, it is suspected that N.R., M.V., J.D., B.R., V.D., D.S., S.G., and T.R., between December 1, 2023, and July 6, 2024, in Belgrade and Niš, specifically suspect N.R. as an official – a state secretary in the Ministry of Education, “using his official position and actual influence, mediated the execution of an official act that should not have been executed”.
He “demanded and received a gift from suspect M.V., while suspect M.V., as the de facto owner of PD „Avenija Sistem“ DOO from Niš, directly offered and gave a gift to suspect N.R. to, using his official position and actual influence, mediate with suspects B.R., V.D., D.S., S.G., and T.R., who are directors and deans of educational institutions in the Niš district, to execute an official act that should not have been executed, and with the intent to assist the same suspects, along with suspect J.D., an employee of PD „Avenija Sistem“ D.O.O. from Niš, in committing the criminal offense by providing advice and instructions on how to commit the criminal offense and by making resources available for the commission of the criminal offense, and by creating conditions for the commission of the criminal offense”.
Suspects B.R., V.D., D.S., S.G., and T.R., under the influence of suspect N.R., and assisted by suspects M.V. and J.D., as officials, by exploiting their official position and exceeding the scope of their official authority, favored PD Avenija Sistem DOO from Niš by sending invitations for bids in public procurement procedures to economic entities controlled by M.V., and by concluding contracts with PD Avenija Sistem DOO from Niš, they obtained a benefit for the legal entity PD Avenija Sistem DOO from Niš in the form of illegally obtaining contracts through public procurement procedures of small value – construction works for the adaptation of educational institutions, without ensuring competition in accordance with the Public Procurement Law.
For influence peddling, suspect N.R. demanded and received gifts on multiple occasions from suspect M.V., specifically money in an amount not less than 24,000 euros, thereby suspect N.R. committed five criminal offenses of influence peddling in conjunction, suspect M.V. committed five criminal offenses of influence peddling in conjunction with five criminal offenses of abuse of official position as an accomplice, and suspects B.R., V.D., D.S., S.G., and T.R. committed one criminal offense of abuse of official position each.
The suspects will be brought to the Public Prosecutor's Office for Organized Crime within the legal deadline for questioning, the statement said.
