SNSD will not attend the session of the House of Representatives of the BiH Parliamentary Assembly due to RS Police Day, but delegates will because of Čović's Election Law?

At tomorrow's emergency session of the House of Representatives of the BiH Parliamentary Assembly, there is only one item on the agenda: the Initiative for a vote on the reconstruction of the Council of Ministers of Bosnia and Herzegovina, i.e., the dismissal of deputy ministers in the Council of Ministers of Bosnia and Herzegovina: Aleksandar Goganović, Deputy Minister of Defense, Ognjen Janjić, Deputy Minister of Communications and Transport, and Marijana Mojić, Deputy Minister of Civil Affairs, from the ranks of the SNSD.

The proposers of this item are representatives Saša Magazinović, Chair of the SDP BiH Caucus, Nihad Omerović, Chair of the NiP Caucus, Sabina Ćudić, Chair of the NS - BHI KF Caucus, Jasmin Imamović, Albin Muslić, Rejhana Dervišević, Ermina Salkičević-Dizdarević, Denis Zvizdić, Mia Karamehić-Abazović, Predrag Kojović, and Aida Baručija.

SNSD representatives will not attend tomorrow's session, as they explained, due to the celebration of RS Police Day.

However, this apparently does not apply to the three delegates of the House of Peoples of the BiH Parliamentary Assembly from the SNSD, who should appear tomorrow at the emergency session of the House of Peoples, which has two items on its agenda. One is the adoption of amendments to the Law on Salaries, which would allow employees to be paid in cash, such as those under sanctions who have had their bank accounts closed, and there are such individuals in both the HDZ and the SNSD, and the other is amendments to the BiH Election Law proposed by HDZ delegate Marina Pendeš.

If Nikola Špirić, Radovan Kovačević, and Sredoje Nović appear tomorrow in the House of Peoples, it is clear that the partnership between the HDZ and the SNSD is still alive. However, the question is what the Bosniak Caucus will do regarding tomorrow's session. Will they enable a quorum for tomorrow's session and risk the adoption of amendments to the BiH Election Law, which would practically divide the FBiH into two electoral units and introduce additional discrimination, or will they not come to the session at all? But that then raises the question of possible accusations of blocking the process, which the HDZ could use for its own purposes. In the Bosniak Caucus, the SDA has two delegates, while NiP, DF, and SBiH each have one. A quorum for work requires three delegates from each Caucus.

Regarding the session of the House of Representatives of the BiH Parliamentary Assembly, regardless of whether the dismissal of the deputy ministers is voted through, that dismissal must also pass the House of Peoples.

We remind you that since February 25, the dismissal of Srđan Amidžić and Staša Košarac has been pending. This item has never been considered at a session of the House of Peoples because SNSD delegates leave sessions, break the quorum, and thus avoid their own dismissals.

So far, the parties of the Troika, which initiated the dismissal of SNSD officials without the participation of the HDZ, with the help of the opposition from the RS, have only succeeded in dismissing Nebojša Radmanović from the Collegium of the House of Representatives of the BiH Parliamentary Assembly and appointing Darko Babalj from the SDS to that position.
