The decision not to arrest Dodik is political, and only then institutional

(Patria) - The awareness of the state and its defense does not reside in the police and the Prosecutor's Office, which act according to the law. That awareness resides or does not reside in the political representatives elected in democratic elections.

The police and the Prosecutor's Office must do their job, but they are only instruments of power.

If the government, which is exercised in the name of the majority of loyal citizens, has made a political decision not to arrest Milorad Dodik, it is clear why the Prosecutor's Office and the police easily find reasons for inaction.

The political decision to go to war and defend the independence of Bosnia and Herzegovina, which was subjected to aggression, was not made by the Minister of Internal Affairs, but by Alija Izetbegović, as a political figure who at that time had both the legality and the democratic legitimacy to make decisions on behalf of citizens loyal to Bosnia and Herzegovina. The MUP of RBiH was only an instrument in Izetbegović's hands. However, Izetbegović had the right people at that moment and in that field, whose professional opinions he respected.

The political decision to arrest Milorad Dodik, and it is clear that such a decision is needed, cannot be made by the Prosecutor's Office and the police because they are not tasked with dealing with politics. Most likely, the decision not to arrest Milorad Dodik was made by those who currently represent the government on behalf of citizens loyal to the state - Elmedin Konaković and Nermin Nikšić.

After all, this could be inferred from their public statements.

- In case of non-compliance with some court decisions and verdicts, we will not send armed people against armed people, because Milorad Dodik controls a part of the MUP of RS - Elmedin Konaković said about ten days ago.

- Since secession in Bosnian-Herzegovinian circumstances cannot be peaceful, it is important to keep a cool head and calm tensions so that everything remains in the political and legal field - Nermin Nikšić said.

From the statements of the two leaders of the current government, everything is more or less clear. Konaković and Nikšić should not be judged too harshly because they are not the only ones to blame for finding themselves in a position to make political decisions.

We should finally stop blaming the trumpet for not blowing and start holding the trumpeters accountable. The trumpet is an instrument, and the trumpeters seem to have lung capacity only when it is necessary to blow against political competition in Sarajevo, and never against the political enemies of the state in Banja Luka and Grude.

The current public pressure is apolitical. It is said that the state should do something, that institutions should take measures. This is, of course, true. However, the decision on this is made by those who had the opportunity to place their cadres in power during the distribution of power, and in this case, those are Elmedin Konaković and Nermin Nikšić.

Since it is now certain that the aforementioned will not provide any response to Dodik's separatist endeavor, it can be concluded that Konaković, Nikšić, and Forto, who, in line with everyone's expectations, is now demonstrating his non-existence, will leave power ignominiously for the same logic by which they gloriously came to power, which was based on not offending and yielding to Dodik and Čović. The sooner, the better for Bosnia and Herzegovina.
