
(Patria) - The informal group "Kamo śutra" has called on citizens to join in paying tribute to the victims of the crime in Cetinje that occurred on January 1.
A month after the massacre that claimed 13 lives and deeply shook Montenegro, a memorial will be held with 13 minutes of silence at 5:26 PM at the Lovćenska vila monument.
From the informal group "Kamo śutra", they submitted a document to the Government of Montenegro reiterating their earlier demands.
They called on Prime Minister Milojko Spajić to organize a press conference by February 1 and publicly present all actions, measures, and activities taken since the day of the crime, as well as the reasons for not fulfilling the demands they made at three held protests.
They also announced civil disobedience if Prime Minister Spajić does not address the public by February 1.
The students demand that five demands be met, the first being the resignation of Minister of Internal Affairs Danilo Šaranović and Deputy Prime Minister for Security and Defense Aleksa Bečić.
They also demand the confiscation and destruction of illegal and hidden weapons, as well as a review of all issued weapons possession permits.
They also demand a reform of the police structure functioning system, better working conditions for police officers, regular training to equip them with communication skills, empathy, and a professional attitude towards citizens.
The students also demand the return of civic education as a compulsory subject in primary and secondary schools, and finally, the improvement of mental health care and relations.
"We believe that fulfilling all the above demands will benefit the entire Montenegrin society, especially young people and children.
Because, at a time when the world's greatest 'concern' for security is 'cyber security', we in Montenegro, unfortunately, have to worry about basic life safety because even being 'outside' and walking the streets of Montenegro carries a great 'security risk' for us," the letter to the Government reads.
They also joined in seeking answers to questions raised in a submission to the Council for Civilian Oversight of Police Work by the Human Rights Action (HRA) and the Center for Women's Rights (CŽP).
These organizations ask the Council to establish facts and assess the application of police powers in the context of protecting the lives and safety of Cetinje citizens.
They emphasize questions - who all, when, and in what way notified the police about the murders on January 1 in Cetinje, and what was the police officers' handling of those reports, and how many operational police officers were in Cetinje on January 1 at the time of the mass crime, and what was done to improve security in Cetinje after the mass murder on August 12, 2022?
The data on a total of 11 police officers in Cetinje at the time of the murder, presented by the acting director of the Police Directorate, indicates that insufficient was done to improve security in Cetinje since the previous tragedy and that those responsible must bear accountability.
This also concerns the question of how many of those 11 officers were actually operational at the time of the murders, why the Police Directorate failed for more than five and a half hours to find and apprehend the perpetrator of the mass murder?
How did the perpetrator obtain illegal weapons and ammunition, and did the police take necessary preventive measures to protect citizens' safety?
Were there any reports of domestic violence against the perpetrator of the mass crime, and if so, what was done regarding those reports?
Answers to these questions, as well as to the demands addressed to the Prime Minister, are expected by Saturday.
