Minister Bečarević published part of the information provided by the Office for the Fight Against Corruption of the Sarajevo Canton: We are stunned by the data

(Patria) - The Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection of the Sarajevo Canton addressed the Office for the Fight Against Corruption and Quality Management of the Sarajevo Canton with a request to provide this ministry with information on identified irregularities and corruption risks in its sector, to which the Office responded on September 7, 2023, by submitting this information.

After reviewing the document, which is 40 pages long, this ministry is stunned and taken aback by the content of the submitted information and all the data that the Office transparently provided, for which we thank them on this occasion, states the Ministry's press release, signed by Minister Almir Bečarević:

The information was prepared for the period 2020-2023, with all identified irregularities and the status of cases concerning cantonal public enterprises, and partly does not include cases initiated during the mandate of the current minister or based on reports from other individuals, for which checks are ongoing.

The information is being made available to the public so that the public can transparently learn what is happening regarding the operations of cantonal public utility companies, and we reiterate that we are stunned by its content.

The Ministry singled out some of the identified irregularities and cases currently being processed by prosecutor's offices, police, agencies, inspections...

1. KJKP Vodovod i kanalizacija d.o.o. Sarajevo
- Report of alleged irregularities committed during the spending of company funds by the director - Sarajevo Canton Prosecutor's Office - case in progress;
- Report of alleged violations of the public procurement law through the conclusion of direct agreements for the procurement of the same goods - fuel - Public Procurement Agency of BiH - case ongoing;
- Report of alleged irregularities regarding illegal connections to the water supply network - Police Administration - case ongoing.

2. KJKP Tržnice-pijace d.o.o. Sarajevo
- During the diploma verification process, it was determined that one employee's diploma is not authentic - indictment filed;
- Irregularities related to the employment of one person through influence peddling - Police Administration - case ongoing;
- Irregularities related to the transaction/sale of real estate that the company had used for years - Police Administration, MUP KS - case ongoing.

3. KJKP Toplane Sarajevo d.o.o.
- Irregularities related to the conduct of the public procurement procedure for technical and physical security of people and property - Sarajevo Canton Prosecutor's Office - case ongoing.

4. KJKP Sarajevogas d.o.o. Sarajevo
- Report of irregularities concerning one fixed-term employee and the engagement of 2 individuals under service contracts - KUIP, MUP KS, Sarajevo Canton Prosecutor's Office - case ongoing;
- Report of irregularities in the work of the Supervisory Board, related to the director's resignation and the appointment of an acting director - Sarajevo Canton Prosecutor's Office - case ongoing.

5. KJKP Rad d.o.o. Sarajevo
- In the latest diploma verification, it was determined that an employee's diploma is not authentic - Sarajevo Canton Prosecutor's Office - indictment filed;
- Report of alleged irregularities regarding the conduct of public procurements - Public Procurement Agency of BiH;
- Report of alleged irregularities regarding the appointments of acting executive directors - line ministry, Sarajevo Canton Assembly.

6. KJKP Pokop d.o.o. Sarajevo
- During diploma verification, indictments were filed at the Sarajevo Canton Prosecutor's Office;
- During diploma verification, it was determined that 4 employee diplomas are not authentic - Sarajevo Canton Prosecutor's Office - case ongoing.

7. KJKP Park d.o.o.
- Report of irregularities in the director's work - Sarajevo Canton Prosecutor's Office - case ongoing;
- Report of alleged irregularities during the appointment of an executive director - line ministry and Sarajevo Canton Assembly;
- Report of irregularities in employment, spending of budget funds, irregularities in public procurement procedures - Sarajevo Canton Prosecutor's Office - case ongoing;
- Report of irregularities in the director's work, related to placing individuals in positions who do not meet the requirements for those jobs - Police Administration, Sarajevo Canton Prosecutor's Office - case ongoing.

8. BAGS Energotehnika d.d.
- Report of irregularities regarding the production and delivery of thermal energy in the Sarajevo Canton - MUP KS - KUIP - case ongoing;

9. Kantonalni stambeni fond Sarajevo
- Report of alleged irregularities during the appointment of an acting director - Government of the Sarajevo Canton;
- Report of alleged irregularities during the preparation of the business report for 2020 - line ministry and Government of the Sarajevo Canton - case ongoing;
- Report of alleged irregularities regarding financial operations in the context of spending money from the position - retained earnings - Budget Inspection - case ongoing.
At the same time, regarding public procurements:

1. KJKP Vodovod i kanalizacija d.o.o. Sarajevo:
- procurement of fuel;
- procurement of financial statement audit services;
- reconstruction of water supply and sewage network in Kranjčevićeva II Street.

2. KJKP Sarajevogas d.o.o. Sarajevo
- procurement of fire and explosion protection services for the gas system.

3. KJKP Rad d.o.o. Sarajevo
- procurement of construction structures and traffic signs;
- procurement of garbage trucks;
- procurement of spare parts for vehicles.

4. KJKP Park d.o.o
- procurement of insurance services;
- procurement of legal services.

5. Ministry of Communal Economy, Infrastructure, Spatial Planning, Construction and Environmental Protection of the Sarajevo Canton
- reconstruction of the boiler room and installation of a water-to-water heat pump and gas boilers - construction of public lighting in the Sarajevo Canton.

Given that this is extensive and high-quality work, we are submitting it to the public for review.
