SARAJEVO, (Patria) - On January 13, an accident occurred on the Visoko-Sarajevo highway, damaging one vehicle. The investigation was conducted by the Ministry of Internal Affairs of Zenica-Doboj Canton, confirmed Aldina Alić, spokesperson for the Ministry of Internal Affairs of Zenica-Doboj Canton, to Patria.
A farm animal, a bull (!?), was involved in this accident.
"After the report, the police went to the scene. The cattle broke through the protective fence in one part of the road and fled," said Alić.
Following up on the information that an animal was on the highway, which should not happen under any circumstances, we contacted JP Autoceste FBiH and asked them who and how they install devices to prevent animals from entering the highway, and based on which project-study.
As on several previous occasions, Patria did not receive an answer, nor did it receive an answer as to which company supplies such devices and at what value?
However, through our investigation, we found out that as much as 491,359 KM has been allocated for these purposes in the last few years. The contracts were awarded to the Zagreb-based company INTERLAMP.
In 2018, they were the sole bidder, receiving 202,702 KM including VAT, while in 2020 they were awarded a contract worth 288,697 KM. Last year, they were not the sole bidder, but the offer from Global Electronics from Canada was rejected.
The modus operandi is identical to that of a number of other questionable public procurements in this public company managed by Marin Jelčić, Executive Director for Management and Maintenance of JP Autoceste FBiH.

Jelčić is an HDZ BiH cadre and has sovereign control over public procurements in JP Autoceste FBiH with the approval of General Director Adnan Terzić (SBB). It does not take much research to see that JP Autoceste FBiH largely works with Croatian companies and companies from Herzegovina, managed by cadres loyal to Dragan Čović and HDZ BiH.
Our sources from JP Autoceste FBiH point out that the worst part is that it is unknown on the basis of which project-study such deterrents are installed on the highways, which endangers traffic on the highways in BiH.
"Dogs are often found in tunnels. The recent case of a bull on the highway is a warning for the authorities to get involved in solving the accumulated problems in JP Autoceste FBiH," says our source.
As in some previous procurements of fire trucks, Dario Ćuže, a technician with secondary education, is also involved here. Ćuže is Jelčić's right-hand man, which gives him an advantage over other employees who should be professionally managing such tasks.
Otherwise, after a series of reports published by Patria regarding questionable procurements in JP Autoceste, there is general panic. Fears of the arrival of competent and investigative bodies are present, who are already preparing a visit to this public company.
The question arises how it is possible for something like this to happen and why Terzić remains silent.
We will remind you that the BiH Prosecutor's Office is managed by Gordana Tadić, loyal to the HDZ led by Dragan Čović, so they have become complacent in their misdeeds, thinking that no one will ever question what is being done and how.
Terzić, with his signatures, allowed 'shady' dealings in JP Autoceste to HDZ cadres, and the investigation will reveal what his interests were.
