How SNSD's Milinović Hires at RAK: Of 140 Employees, 57 are Serbs, 48 Bosniaks, None in Banja Luka or Mostar!

The Director of the Communications Regulatory Agency (RAK) Draško Milinović submitted data on the national structure of all employees as of 20.12.2024, both at the headquarters and in the organizational units in Banja Luka and Mostar. This data was requested from all institutions by Member of Parliament Jasmin Emrić (NES), as well as the number of employees in the period from 01.01.2023 to 20.12.2024.

Out of a total of 140 employees in RAK, 57 are Serbs, 48 Bosniaks, 24 Croats, 4 others, and 7 do not declare their ethnicity.

Out of 19 management positions (assistant directors, RAK secretary, sector managers), seven are Bosniaks, seven Serbs, two Croats, two others, and one does not declare their ethnicity.

Regarding permanent civil servants employed in the period from 01.01.2023 to 20.12.2024, one Bosniak, 15 Serbs, and 3 Croats were hired. In the same period, two employees from the Serb ethnicity were hired.

In the Banja Luka organizational unit, there are a total of 21 employees, and all of them are Serbs.

As for the organizational unit in Mostar, out of 12 employees, ten are Croats and two are Serbs.

Incidentally, Milinović's first term as director expired in July 2024. Only one application was received for the tender, and it was again from Milinović, who is an SNSD cadre and former director of RTRs. Incidentally, since Milinović has been at the head of RAK, there have been no penalties for this public broadcaster whose program denies genocide, glorifies war criminals, denies BiH institutions, and incites national and religious hatred...

In the meantime, there has been a change in the RAK Council, which is conducting the candidate interview procedure and proposing the Director General to the Council of Ministers of BiH, which ultimately appoints them. If the new RAK Council completes the initiated procedure, the decision on whether to ultimately appoint Milinović rests with the Council of Ministers of BiH.

However, that process is still ongoing, and Milinović continues to perform the function of RAK director beyond his mandate.

Although some members of the RAK Council believed that the tender should be annulled to allow a larger number of candidates to apply, this did not happen. If Milinović ultimately receives another term as director, his new mandate will be calculated from that point.

The national structure of RAK employees does not reflect proportionality according to the last conducted Census from 2013, and it is evident that the number of Bosniaks is unsatisfactory.
