How Marin Jelčić was rewarded with a new mandate for rigged tenders, slow construction, and poor highway building

(Patria) - The FBiH Government has ordered the Supervisory Board of JP Autoceste Federacije BiH to appoint a new management of this company, headed by Elmedin Voloder. All executive directors have been replaced with new names, except for HDZ's Marin Jelčić!

So, Jelčić was boasting in Mostar yesterday that he was actually the only one working, and that the FBiH Government rewarded him for it!? And he worked in such a way that we haven't gotten a single meter of highway!

But, Jelčić certainly worked in a way that employed people close to ministers Jelka Milićević and Denis Lasić, which is why he remained in the position of executive director, and Voloder will have to pay special attention to his actions.

The former Management is burdened by rigged tenders, slow highway construction, and even what is built is of terrible quality (example of the Zenica bypass), the number of employees has grown enormously, and compared to countries in the region that have significantly more kilometers of highways built, the percentage of employees in their companies is significantly lower.

"It is only a matter of time before the real workers in this company are laid off, and these are workers who have no family ties to politicians and are not suitable. Through rigged competitions, workers without experience were hired for certain management positions for which work experience is mandatory. Authorized institutions must urgently review all hirings based on the valid acts on the procedure for hiring in the public sector of FBiH," warn the workers, addressing both the prosecutor's office and the new Management.

And, Marin Jelčić (HDZ), executive director of the management and maintenance sector, has secured a second term precisely through such situations, and through rigged competitions.

"The last competition is a true indicator of irregularities for all advertised positions where Dario Đolo was hired as head of the Collection Service, without a single day of work experience," state the workers.

According to Patria's findings, Dario Đolo is the son-in-law of the Minister of Finance in the FBiH Government, Jelka Milićević (HDZ).

Đolo came into the public eye in 2017 when it was announced that he was hired without a competition at the Banking Agency of the Federation of Bosnia and Herzegovina, which at the time claimed that information about whether Dario Đolo, son-in-law of the federal Minister of Finance Jelka Milićević, was hired without a competition at the Banking Agency of FBiH did not represent public interest!?

When it comes to JP Autoceste, it is concerning that no one from the authorized institutions or the FBiH Government reacts to all the violations of laws and regulations by the company's Management. They even rewarded Jelčić with a new mandate!

This is yet another piece of evidence that SDA is not thinking about the company's well-being but about satisfying the demands of HDZ.

The modus operandi is as follows: with rigged competitions, workers are hired for a fixed term of 120 days, and after the expiration, a fictitious transfer of workers from one position to another is carried out without a competition and legal basis for it.

JP Autoceste did not comply with the FBiH Government's order to reduce costs to a minimum for all companies, but in Autoceste, bonuses are regularly distributed every month.

"Unfortunately, some companies were shut down during the Covid-19 pandemic, and some reduced their workforce, while in Autoceste, suitable non-workers received bonuses, and for several months in a row," states a letter from the workers, who, for fear of retaliation, did not dare to speak by name and surname.

We also remind that the Public Company Autoceste FBiH purchased two fire trucks that were delivered on August 27, 2020, at a value of 1,796,800 KM without VAT, and to this day, the errors in the vehicles, noticed during the handover, have not been corrected.

The procurement went through Jelčić!?

Undoubtedly, Voloder faces a big job, which should begin with resolving the accumulated problems within the company.
