JP Autoceste bought a vehicle for KM 701,415, parked it at Bijača, and another company maintains their roads

(Patria) - Public procurement in many public companies is a cancer of the system and a method of corruption and functioning of those responsible, which often leads to indictments. It is no different in JP Autoceste FBiH, headed by Adnan Terzić (SBB), where, almost as a rule, recently, only one bidder has applied for public procurement and the deal has been concluded with them.

Among the many suspicious procurements in JP Autoceste FBiH is certainly the procurement of a multi-purpose vehicle for the needs and maintenance of highways worth a staggering KM 701,415 with VAT, which was awarded to the bidder UNI-COM d.o.o. Orašje.

UNI-COM, as the sole bidder, ultimately concluded the deal, under the direction of Marin Jelčić, executive director for management and maintenance of JP Autoceste. Jelčić is an HDZ BiH cadre and has sovereign control over public procurement in JP Autoceste FBiH with the approval of general director Terzić.

Marin Jelčić (HDZ BiH) previously worked at Croatia osiguranje and did not have management experience. Jelčić was also in the structures of HDZ BiH Mostar.

In a very simple analysis, you come to the data that companies with a Croatian affiliation mostly appear as sole bidders, which is also the case in the procurement of a multi-purpose vehicle for the needs and maintenance of highways.

Namely, UNI-COM d.o.o. Orašje was founded by two companies from Croatia, AGRO-GROM d.o.o. for trade and services from Samobor and TECHNO SPIN d.o.o. for trade and services also from Samobor. The director of UNI-COM is Grom Jug Iva.

The problem and suspicion with the procurement of this vehicle arises because this vehicle does not operate, nor is it used for the purpose for which KM 700,000 was allocated. According to Patria's findings, this multi-purpose vehicle is parked at the Bijača Border Crossing and serves no purpose at all.

It has not been driven out of the garage twice since 2018, and it is supposed to be used for highway, tunnel, etc. maintenance. But as our sources reveal, this expensive vehicle has not even driven five kilometers!?

All this time, and even after the procurement of this vehicle, JP Autoceste FBiH still has a contract with the company Aida Commerce and tens of thousands of marks are paid for maintenance, specifically tunnel washing. Aida Commerc is just one of the companies for such services, which JP Autoceste was supposed to perform after acquiring this vehicle.

JP Autoceste FBiH ignored all calls and inquiries from the Patria agency, which we made several times, requesting answers to questions about how many times the multi-purpose vehicle for highway maintenance, purchased on July 31, 2018 (Mercedes), operated, what was done with it, and where it is currently located?

Autoceste also refused to answer which external associates-companies they have contracts with for highway maintenance and what the value of those contracts is?

We also learn that an inspector's visit can be expected soon, who will thoroughly investigate all public procurements, and there have been many, as well as employment, which we will continue to write about.

It is known that by 2017, the number of employees in Autoceste exceeded 400, and the question is how many employees work in this company today and what exactly they do, when they manage the same number of highway kilometers and have a drastically reduced number of active construction sites compared to the previous period.

The management of Autoceste FBiH has never presented information about the current number of employees in this public company, with a breakdown of positions they hold, and a plan for employment for the next period.
