While POSKOK investigates promotions in FUP, the FBiH Government appoints Aldin Sinanović to the Police Board!

By Amra Vrabac

While the Special Department of the Federal Prosecutor's Office is seizing documentation from the Federal Police Administration, related to disputed promotions, appointments, payments, and changes to the FUP Rulebook on Internal Organization, the FBiH Government continues with appointments despite these investigations.

Thus, at its session held on 09.04.2026, the FBiH Government passed a decision appointing Aldin Sinanović to the Police Board for police officers of the Federation of Bosnia and Herzegovina. He was appointed instead of Mahir Smailbegović, a court police officer, who had been a member since November 2025.

POSKOK is currently investigating how a court police officer was appointed to the Police Board. When they received information that POSKOK was verifying this very appointment, the FBiH Government, at the proposal of the Minister of Internal Affairs, Ram Isak, changed the decision regarding Smailbegović's appointment.

The Police Board consists of three members: The Government of the Federation of Bosnia and Herzegovina (hereinafter: the FBiH Government) appoints two police officers with the rank of chief inspector to the Police Board, who represent the Police Directorate of the Federal Ministry of Internal Affairs – Federal Ministry of Internal Affairs (hereinafter: the Police Directorate), and one civil servant from the Federal Ministry of Internal Affairs – Federal Ministry of Internal Affairs (hereinafter: the Ministry).

We remind you that Sinanović was rapidly promoted to the rank of chief inspector and briefly headed the Federal Police Administration until the appointment of the director and deputy director. At its session on March 4, the FBiH Government appointed Igor Marić as director and Vahidin Šahinpašić as deputy director.

The seizure of documentation from the FUP specifically relates to Sinanović's promotion, i.e., it is being checked whether he met the conditions for the rank of chief inspector. But also some other promotions.

In just a few months during 2025 and 2026, the FBiH Government changed the members of the Police Board four times. Thus, Enes Zeljković was a member of the Police Board, then Mustafa Selmanović, both of whom were retired and replaced by new members.

According to decisions published in the Official Gazette of the FBiH, the members of the Police Board are: Elvir Džuho, president, Aldin Sinanović, and Denijal Bašić.

What is interesting is that Elvir Džuho also received a higher rank in January of this year, and he retires at the end of this year.

This is an important board responsible for making second-instance decisions on all appeals filed against decisions of the head of the police body concerning the status of police officers, including issues of employment and termination of employment, on appeals filed due to non-resolution/non-making of decisions/on status issues, and on appeals filed against decisions of the disciplinary commission of the police body.

However, precisely such appointments to the Police Board itself raise suspicions of favoritism towards certain members of the Police Board.
