It makes one's head spin!

By: Enver Išerić, President of the Association "Guardians of Bosnia" and Doctor of Legal Sciences

After the Growth Plan was not adopted, because some cantons did not give their consent to this document, we are hearing various statements in public from public officials and representatives of political parties.

It is shocking that they are throwing out data on how many times the state of Bosnia and Herzegovina, entities, or other levels of government are mentioned in that document. How did they get that data? By reading the document or by a purely computer-enabled search?

I am sure it is the latter method, because most of them have not even read those 170 pages of the "Growth Plan" document. If they had read it, they would have concentrated their comments on the essential issues, which are the European standards for the organization and functioning of every modern state and the competencies of the state and entities.

Besides, in every document, the constitutional names of state institutions must be used, and this program, like any other, is national in form and substance, as it relates to the entire Bosnian nation, i.e., the state.

They themselves do not yet know whether the Council of Ministers' decision to form a Working Group for the preparation of the Growth Program is related to the coordination system for Bosnia and Herzegovina's accession to the European Union. Some claim it is, and their party colleagues deny it. It is sad and pathetic.

And the essence is that the Council of Ministers' decision has all the elements of the Coordination Mechanism, which means that lower levels of government (entities and cantons) can block everything. So, the Coordination Mechanism and the preparation of the Growth Plan are connected, just like a nail and flesh.

And as long as consensus exists as a decision-making method in the process of making decisions, we, as a state, will not progress anywhere. Nor will any decisions be made.

Unless those who fight for the state give in and make concessions, for the sake of consensus, to those who want to disempower and dismantle the state. And that is not progress, but regression.

Therefore, do not deceive the citizens, but face the truth. You all bear part of the blame, some because of the coordination system, and others because of the Growth Plan. Both decisions are bad and harmful to the state.
