Ćulum 'pulls the wool over the eyes' of the Independent Board: I am not a party member and I did not go to Dodik, but to the Minister of Internal Affairs and the Police Director!?

(Patria) - Darko Ćulum, Director of the State Investigation and Protection Agency (SIPA), tried to justify his presence at a meeting on March 2, 2025, with the leaders of Republika Srpska by sending a letter to the Independent Board of the Parliamentary Assembly of BiH.

In the letter personally signed by Ćulum, he states that as a police officer, the director is not and cannot be a member of a political party.

Furthermore, Ćulum justifies himself by saying that he went to Banja Luka at the invitation of the Ministry of Internal Affairs of RS and the Director of Police of RS.

It was emphasized that Ćulum attended the meeting in his capacity as SIPA Director based on the competencies from Article 8 of the Law on SIPA.

"By attending the mentioned meeting, the director did not exceed the duties and responsibilities from Article 7 of the Law on SIPA," the letter to the Independent Board states.

And precisely that article talks about when the director and deputy director can be dismissed before the end of their term. One of the reasons is if it is determined that they are an active member of a political party.

With this letter, Ćulum effectively 'cleansed' himself of Milorad Dodik, although he did not write why he did not leave the meeting when political figures arrived? Or why he did not clarify his presence in Banja Luka earlier, especially knowing that Milorad Dodik had announced a meeting with security institution leaders two or three days before the meeting itself.

Otherwise, the fact that the State Investigation and Protection Agency (SIPA) has not carried out a single operation in the territory of Republika Srpska from February 27th to today indicates that this is all a farce, including this letter.

As Istraga previously wrote, there are currently two unimplemented orders at SIPA concerning individuals from Republika Srpska. One is an order requesting SIPA's assistance to the BiH Court Police in apprehending the President of RS, Milorad Dodik, while the other relates to searches in connection with organized crime.

We remind that MP Jasmin Emrić sent a series of questions to the Independent Board regarding the controversial meeting, which was also attended by Goran Amidžić, Deputy Director of DKPT, and Žarko Laketa, Director of SPS. Also present were Risto Zarić, Deputy Director of OSA, and Veljko Lazić, Assistant Director of the BiH Border Police.

We remind that the National Assembly of RS adopted the Bill on Non-Application of Laws and Prohibition of Activities of Extra-Constitutional Institutions of BiH on February 27, which provides for the prohibition of the work and actions of the Court of BiH, the Prosecutor's Office of BiH, the State Investigation and Protection Agency (SIPA), and the High Judicial and Prosecutorial Council of BiH in RS.
The Constitutional Court of BiH has introduced a temporary measure, but the authorities in this entity continue to commit criminal offenses.
