Čović's wishes: Demands abolition of Financial Police, more Croats in ministries, directors of Environmental Protection Fund and FUP

(Patria) - HDZ BiH President Dragan Čović hosted a meeting of the so-called 'eight' on March 24 this year, who were negotiating with HDZ on the establishment of the FBiH Government. At that time, the distribution of ministries in the FBiH Government was agreed upon, as well as certain guidelines for the work of that government and ministries.

However, Čović set some other conditions for his partners at the time. In addition to support for Marin Vukoja for a judge of the Constitutional Court of BiH, Čović had specific demands in some ministries that fell to the 'eight' bloc, which after the withdrawal of the Party for BiH and NES will remain a 'troika' consisting of SDP BiH, NIP, Naša stranka, with several smaller parties each having one representative in the FBiH Parliament.
Čović demanded the abolition of the FBiH Financial Police. Although one of the main conditions of international partners is the fight against crime and corruption, in which the Financial Police plays a significant role, the HDZ president was bothered by this institution. The Financial Police also dealt with the Aluminij company and money flows. It is known that Aluminij was taken over by the Israeli company MT Abraham Group.

Incidentally, a few days ago, Abraham Group representative Amir Kabiri hosted the High Representative Christian Schmidt, and it is known that Kabiri, like Schmidt, is on excellent terms with the leader of HDZ BiH, Dragan Čović.

Regarding the Ministry of Affairs of Veterans and Disabled of the Defense-Liberation War, Čović requested that the position of Assistant Minister be defined and that the structure include a person who exclusively takes care of the HVO population.

He also had a special request for the Ministry of Internal Affairs, namely to balance the national structure in favor of Croats, and he also requested the position of director of the Federal Police Administration. Regarding the FUP, the current acting director is Vahidin Munjić, while the Independent Board of the FBiH Parliament, which is solely responsible for conducting the tender procedure for the election of the director and deputy director, has not existed for over a year. Ramo Isak is at the head of the FMUP.

He further requested national balance from his partners in the agriculture and energy sectors, and in return, he offered to do the opposite in the sectors managed by HDZ BiH, in favor of Bosniaks.

The leader of HDZ BiH presented his partners with a demand that has already been fulfilled: the position of director of the FBiH Environmental Protection Fund. The Management Board of the FBiH Environmental Protection Fund dismissed director Esad Humo on September 13 and appointed long-time HDZ BiH cadre Marijan Klaić. Humo is a wartime commander of the 41st Motorized Brigade of the Army of BiH and a recipient of the highest ARBiH award, the 'Golden Lily'. Incidentally, the Environmental Protection Fund has a budget of tens of millions of KM. At that meeting, Čović stated that the institution was led by a man 'with whom it was impossible to cooperate'.

HDZ also requested the institution of the Operator for Renewable Energy Sources and Efficient Cogeneration (OIEiEK). They are also interested in the HDZ BiH quota in Elektroprijenos, so they presented the idea of having three people in the Assembly. HDZ wants to install the long-time director of the Indirect Taxation Authority of BiH, Miro Džakula, in Elektroprijenos.

Čović also presented his plan for the Southern Interconnection, i.e., the two directions in which the gas pipeline should go, but this plan cannot be realized without the state level. On the other hand, Milorad Dodik and SNSD are demanding that both the Eastern and Southern Interconnections be approved in a package. The difference is that the Eastern connection would be linked only to Republika Srpska and Russian gas.

A new meeting of the state coalition is scheduled for September 25 at the HDZ premises in Mostar. This will be an opportunity for Čović to present his demands to his partners again, which are the Election Law, the appointment of a judge of the Constitutional Court of BiH, and the change of members of the Central Election Commission of BiH.
