"Dodik reminded that BiH, according to the Constitution, consists of Republika Srpska and the FBiH, parties to the General Framework Agreement for Peace, and that Republika Srpska was created before BiH... we only want to govern, in accordance with the Constitution, what belongs to Republika Srpska according to that constitution."
The announced demarcation of BiH's supported arrangements (the entities of RS and FBiH), announced by the agenda stated above, implies nothing other than the operationalization of the long-announced 'Dayton perception' according to the model of a composite state. Everything said is nothing other than 'unraveling the seams' (dismantling the assembled).
The entire inflammatory narrative over many years was merely strategic preparation for the announced demarcation. The regional and broader global context was the desired environment for embarking on the project. At this moment, according to the opinion of the project creators, who should be distanced from Dodik himself, it is moving east and further east, towards the upcoming local and European elections and the process of forming government immediately thereafter.
The new transatlantic presidential elections in the US, which are so distant for us, should also be significantly considered in this context.
This indicates that the implementation of the dismemberment project will be dynamized and will include unconstitutional moves in its execution, which can range from institutional blockades to projected incidents of low and medium intensity.
Part of the implementation agenda, whether by chance or due to the ignorance of local and international political structures in BiH, has already been realized. The action involved the proprietary disempowerment of BiH institutions concerning its state property.
First, there was an alleged investment of 450 million euros, and the owner was neglected and removed from the entire process, which was the desired prerequisite for the dismemberment agenda. Following that, the property free-for-all began.
Sequentially, the issuance of construction permits for the Trebinje Airport owned by Serbia is underway, the Buk Bijela hydroelectric power plant and its two associated facilities were removed from the constitutional review table long ago, and the State Concessions Commission was euthanized; everything went unpunished, almost permitted, which was to be interpreted as a given in the concept of a composite state.
The icing on the cake of this dynamized story should be a replica of the Vareš story, recognized as a prelude to lithium exploitation in the Majevica region. Twenty-five hectares of state land intended for lithium mining no longer require the owner's consent, of course.
Presumably, this is state property of Republika Srpska! It is not excluded that the dismemberment project also implies that BiH's energy sovereignty in the border area between BiH and Serbia should henceforth be read as Serbia's and the BiH entity of RS's hydro-energy sovereignty.
Dodik explains that demarcation is an alternative to peaceful separation, which could certainly be recognized as a violent act of secession, and the real truth is that if the agenda proceeds as announced and explained, and so far not challenged by domestic or foreign political factors, and if the entity of RS achieves its January ninth sovereignty and territorial integrity and disempowers the state of BiH within its territory, it would open the path to a referendum dissolution of Bosnia and Herzegovina.
The multi-mandate probing of the soft belly of the intended feasibility involved the splitting of the Bosniak political factor (on the model of 'may they be busy with themselves'), questioning and challenging the legality and legitimacy of the High Representative in BiH, as well as freeing the ballast of Kosovo from Serbia and the political duration of Vučić's 'Serbian world'.
It is no coincidence that the agenda accelerated immediately after Milorad Dodik's return from Russia, with new announcements of a visit to Putin. Who knows what else awaits us!
