
SARAJEVO, (Patria) - Public Company Autoceste FBiH procured two fire trucks delivered on August 27, 2020, worth 1,796,800 KM without VAT, but to this day they have not even been registered, writes the Patria News Agency.
It is interesting that the vehicles were paid for in advance by as much as 70 percent, and everything has been paid to date, but the vehicles are still faulty, without equipment and upgrades, and unregistered.
This suspicious procurement succeeded on the second attempt. Namely, four bidders applied the first time, including Flammifer Croatia and Pastor Mostar. They then offered a price of 1,300,000 KM without VAT. However, Zagreb's Cigler with ITC from Zenica was cheaper. On the day the contract was awarded, Cigler withdrew.
After that, a new tender was announced where one bidder, Pastor Mostar and Flammifer Croatia, applied with a price of 1,796,800 KM, with whom the contract was eventually signed.
The expert who led the tender was Dario Ćuže, a technician with no experience in firefighting and no passed professional firefighting exam. He was also appointed to the Commission for reviewing documentation, and there is not even a record of the vehicle handover.
Ćuže is, by the way, the right-hand man of Marin Jelčić, Executive Director for Management and Maintenance of JP Autoceste. Jelčić is a cadre of HDZ BiH and has sovereign control over public procurements in JP Autoceste FBiH with the approval of the General Director Adnan Terzić (SBB).
“During the vehicle handover, major defects were noticed on the vehicles, which have not been rectified to this day, and the vehicles have not been registered. These are special tunnel vehicles, and it is important to emphasize that the said bidder has never manufactured such vehicles before. This is simply a suspicious tender procurement, at the very least,” a source from Autoceste told us.
The Public Company has never responded to Patria's inquiries, and we have learned that Terzić received a letter from employees detailing all the vehicle defects.
In the video material obtained by Patria, we show what kind of vehicles these are. Namely, when you turn on the front left turn signal, the right rear one lights up, and vice versa. Water constantly leaks from the vehicles, and the remote-controlled camera specified in the contract is missing...
More than 30 defects were found on both vehicles. Among other things, it was determined that the protective mesh for the engine radiator is inadequate and requires a more resistant and stronger protection to be installed. Even pipes for foam suction from an external source are missing. The vehicle leaks air from the pipes on the compressor for filling the vehicle's system with air when stationary.
Dario Ćuže, as well as the Executive Director of the Management and Maintenance Sector, Marina Jelčić, and the Head of Traffic Management, Supervision, and Safety, Ivan Zelenika, were notified of all defects via email.
The question arises how such a thing is possible and why Terzić is silent. Given that the BiH Prosecutor's Office is managed by Gordana Tadić, loyal to the HDZ led by Dragan Čović, and that Terzić allows 'shady' dealings in JP Autoceste with HDZ cadres, it is clearer why investigative bodies have not been checking all public procurements for years, despite reports being filed.
