Meeting on unblocking FBiH failed, HDZ introduces new blockades

HDZ are also bothered by the re-voting in the Government of the Federation of Bosnia and Herzegovina and demand the introduction of equal voting rights for all peoples.

Although no meeting was held today on unblocking the government in the Federation BiH, the HDZ BiH submitted its proposals and views on the situation, which were forwarded to the EU Delegation together with those that arrived earlier.

While the majority focused on technical ways of unblocking, HDZ remained true to their practice and emboldened their political demands to ensure legitimate representation, which further opens up space for the blockade of the F BiH. 

In that way, HDZ want the decision-making on vital national interest to remain in the House of Peoples of FBiH, and not for the Council for Protection of Vital National Interest of the Constitutional Court of F BiH to decide on that, whose work was blocked by not appointing judges. In addition, HDZ would like decisions to be made by a simple majority, both in Parliament and in people's clubs, thus cementing their own position as the exclusive interpreter of the interests of Croats in BiH.

HDZ are also bothered by the re-voting in the Government of the Federation of Bosnia and Herzegovina and demand the introduction of equal voting rights for all peoples. This would introduce a blockade mechanism in the work of the FBiH Government. Decisions of vital national interest would be made by consensus, with a decision on vital national interests being initiated by a third of the ministers, not counting the prime minister and deputy prime minister. 

In addition, the HDZ demand that two sectors be introduced in the Ministry for Issues of the Veterans i.e. that it be clearly divided into Bosniak and Croat. At the same time, the HDZ call for the insistence of Bosniaks on such a structure of the cantonal ministry in the HNK (Herzegovina-Neretva Canton).

The solution for the HDZ is to abolish duality in the HNK, but also to reduce the federal ministry to disability transfer payments. For the HDZ, this ministry is expensive, sluggish and inefficient because it is not divided. The HDZ document also states that the Government of the F BiH is appointed by the President of the F BiH with the consent of both vice presidents, which should be confirmed by the majority in the House of Representatives of the F BiH.

When it comes to the president and vice presidents of the Federation of BiH, their election requires a proposal that will be supported by the majority of each club of peoples, which is also needed for their appointment.

The HDZ also problematize the non-appointment of the director of the FUP.

Indirectly, they still think that Zoran Galić, the current director of the BiH Border Police, should be appointed to that position, because he is ranked first on the list of the Independent Board. The Government of the Federation of BiH and the corresponding minister Aljoša Čampara are in favor of repeating the procedure after no candidate from the list received support, which was also answered to the Independent Board, which has not made a decision on the competition for months.

The HDZ also question the legality of the bodies in Radio Television F BiH, pointing out that the director Džemal Šabić has been in office since 2008.

The legality of the Statute of this company is also being questioned, with the consensus of the members of the Management Board being required for its adoption. HDZ proposes to elect a new Board of Directors of FTV, which will then elect a new director, unanimously.

It is interesting that the HDZ cites electoral engineering as a problem with the functioning of the FBiH.

HDZ does not give up insisting on the implementation of the verdict of the BiH Constitutional Court in the Ljubić case, which most parties in the FBiH believe has been implemented.
