Had the international community, and consequently the Office of the High Representative (OHR), been well-intentioned towards Bosnia and Herzegovina, our country would have done what was necessary over the past 30 years to be, first and foremost, internally stable, and then organized in accordance with the requirements of the EU and NATO.
It is not my intention to absolve Sarajevo's political incompetence, which has largely contributed to everything, nor the Serb-Croat political structures in BiH, as well as the region, which continued the war through political instruments and blocked us at every step.
However, if the international community stated that the Dayton Constitution was a temporary solution and part of a peace agreement in stopping the aggression, i.e., armed conflicts in BiH, then it was completely clear back in 2005 that this Dayton was a noose around the future of Bosnia and Herzegovina, but also a potential detonator for the Balkan powder keg.
Due to the longevity of the Dayton Peace Agreement and the BiH Constitution as its annex, we are today in a situation where any change in the OHR, as the supreme interpreter of that Dayton with Bonn powers, leads to increased tensions and causes tremors with many more open than answered questions.
This development is all the more pronounced when High Representative Christian Schmidt resigns from his position on Sunday afternoon, precisely when he is waiting in New York to present his report.
The manner and timing of the resignation reveal that the background is deep and open for discussion, although yesterday and today we have read many articles about how the Americans politically targeted Schmidt after he did dangerous things in their interest during his mandate.
The media have largely accepted the interpretation that the issue of state property was the point of divergence between Washington and Berlin, and therefore Schmidt had to leave. However, the fact that challenges such a development is what Schmidt wrote about the issue of state property in the aforementioned report. And there, the German diplomat stated that the issue must be resolved because it creates problems for the realization of investments.
What the general public is not sufficiently informed about is the fact that the key factor in the OHR is the Quint (USA, Germany, UK, France, and Italy) and that certain meetings with BiH institutions were scheduled but did not happen for some reason.
Perhaps state property is one of the elements that cost Schmidt, but the story that the US "expelled" Schmidt because he refused to implement their solution is interesting. Because Schmidt is not an independent institution, and the PIC deals with his work, so the question is why Washington did not resolve this issue through the PIC Steering Board, as Schmidt would have had to obey the stance of those who elected him and can dismiss him.
What is not being discussed, but has or had serious implications regarding Schmidt's resignation, marked his engagement in BiH.
According to Patria's information, the burden Schmidt faced was his undermining of democracy on election night in October 2022. Not only was he not forgiven, but some member states insisted on his departure because of it.
And that insistence is linked to dissatisfaction among PIC member states, because during his mandate, beyond any reasonable doubt, Schmidt showed that he was an extended arm of Zagreb and HDZ BiH, as he began his mandate in BiH with a meeting with Plenković in Dubrovnik in the summer of 2021.
Everything after that is quite well known, from Schmidt unconstitutionally tampering with the FBiH Constitution, previously changing electoral rules, enforcing apartheid, while simultaneously turning a blind eye to HDZ's apartheid in Herzegovina. Schmidt's completely undiplomatic activities, such as picking grapes with Dragan Čović and HDZ BiH leaders, frequent gatherings at his hacienda and other places, certainly bothered the member states of the body that is the formal head of the OHR.
In that regard, they did not forget his attacks on certain proposals for the organization of the BiH political system, nor the fact that in public appearances he falsely claimed that Bosnia and Herzegovina was a state union.
In the end, the PIC member states, or even the Quint itself, realized that Schmidt is a person who can easily activate a detonator, destabilize BiH and the entire region, so they said enough. Because Schmidt's actions regarding the creation of a third entity were certainly a path that would nullify the efforts of the international community over the past three decades.
And finally, and perhaps crucially, was his illegal spending of OHR funds. Information we have obtained indicates that Schmidt unauthorizedly spent over several hundred thousand euros, and supporting this information is the fact that in his report to the UN Security Council, he requested more money for the OHR.
It is up to the judiciaries of the countries that finance the OHR, and the EU itself, to investigate how much money it was and where it was spent.
That request for money is proof that Schmidt did not plan to resign when he wrote the Report. The way he gave information to the German Faz journalist and the timing of his resignation show that he was certainly under pressure. But it is hard to believe what diplomatic sources claim, that it was due to state property and some threat of a black list for a diplomat with immunity and legitimacy granted by American diplomacy itself.
