Letter of Intent from the Central Bank of BiH: Seeking land for the construction of the Sarajevo Main Branch, offers can be submitted until October 16

(Patria) - The Central Bank of BiH is issuing a letter of intent - a call for information gathering and market research.

"Considering that the Central Bank of Bosnia and Herzegovina, in accordance with its strategic and other planning documents, has been planning the necessary construction of a business facility for the needs of the Sarajevo Main Branch for a long time, we are hereby publicly addressing representatives of local self-government, legal entities, and citizens in the Sarajevo Canton area to submit information for the purpose of thorough market research.

All interested parties are required to submit data on potential land – a building plot suitable for the construction of a public interest business facility, with the following minimum requirements:

- detailed description of the land (plot), exact location, and floor plan;
- land area (building plot), minimum 2300 m2;
- adequate traffic access to the building plot and good connection to the main road;
- Clean ownership, without registered encumbrances, preferably with an attached valid land registry extract;
- Possibility of underground and above-ground construction according to the principle -2+G+3;
- Detailed information on the existing zoning plan and other relevant planning documentation,
in force for the subject building plot;
- Approximate estimated value of the land including VAT, if such information is available at the time of information gathering (optional).

Considering the role and significance of the Central Bank of Bosnia and Herzegovina as an institution of Bosnia and Herzegovina, and the fact that this concerns the construction of a facility for an institution of Bosnia and Herzegovina, which is of public interest, we propose to local self-government units to offer, in addition to available locations, any other suitable location for the construction of such a facility, but through the procedure of declaring general interest and carrying out the expropriation procedure regulated by the provisions of the Expropriation Law ("Official Gazette of FBiH", no. 70/2007, 36/2010, 25/2012, 8/2015 - US decision and 34/2016), or we believe that, in the case of finding an adequate location that is currently not "available", and for which there is a possibility of submitting a proposal to determine the public interest for the construction of the Sarajevo Main Branch facility, this should also be considered.

We kindly ask interested representatives of local self-government, legal and/or natural persons, to submit the requested information no later than October 16, 2023, by 4:00 PM, to the protocol of the Central Bank of Bosnia and Herzegovina, Maršala Tita 25, 71000 Sarajevo, or by registered mail to the mentioned address, in a sealed envelope, marked – submission of information on potential land for the construction of a business facility.

Note: this letter of intent in no way obliges the Central Bank of Bosnia and Herzegovina to select land for purchase through this information gathering process, nor to enter into any contractual relationship. Information is being collected at this stage solely for the purpose of market research. All subsequent activities regarding the eventual selection of a location and land for purchase will be carried out by the Central Bank of Bosnia and Herzegovina in the prescribed manner and in a separate procedure that will regulate the conditions and method of purchase.
