
(Patria) - Meta, the company that operates the Facebook, Instagram, and WhatsApp platforms, has announced a significant revision of its content moderation policies, removing certain safeguards that were introduced in recent years.
These changes come in response to criticism that the company has contributed to the spread of political and health misinformation.
In a blog post titled "More Speech, Less Mistakes," Meta's new global director of public affairs, Joel Kaplan, outlined three key changes.
Third-party fact-checking discontinued – Meta will transition to a "Community Notes" model over the coming months, which is used by the X platform (formerly known as Twitter).
1. Removal of restrictions on mainstream topics – The focus will shift to enforcing rules for "illegal and severe harms," including terrorism, child sexual exploitation, drugs, and online scams.
2. Personalization of political content – Users will be able to customize the amount of political content in their feeds according to their own interests.
These changes come just before the start of a new presidential administration in the US. Donald Trump and his supporters advocate for a broader concept of free speech, which encompasses a wider range of opinions.
Changes Driven by Criticism
Meta has spent years developing content moderation policies in response to criticism about the spread of misinformation during the 2016 US presidential election, as well as inaccurate information about COVID-19. This included collaborating with third parties for fact-checking, establishing an Oversight Board, and other measures to better manage content.
However, these policies have faced various criticisms. Some argue they are not strict enough, while others believe they are biased or too restrictive. Kaplan pointed out that "over-enforcement" has led to the restriction of legitimate political debate and unnecessary censorship. According to Meta's data, one to two out of every ten censored posts were mistakes.
What are Community Notes?
Community Notes are a feature that Meta plans to introduce as a replacement for third-party fact-checking on platforms like Facebook and Instagram. This model relies on user contributions, allowing the community to add context and explanations to content that may be misleading or incomplete.
The Community Notes feature is inspired by a similar system on the X platform (formerly known as Twitter), where users can collectively contribute by adding notes to posts. These notes undergo an evaluation process by other users to ensure they are relevant and unbiased. According to Joel Kaplan, Meta has too often "over-enforced" its rules, leading to unnecessary censorship. Community Notes is a step towards users taking greater responsibility for content moderation themselves, which should increase trust in the platform.
This approach is presented as an attempt to balance freedom of expression with the need to prevent the spread of misinformation, while simultaneously giving more power to the users themselves.
Signal of Political Change
These changes are also interpreted as an attempt to gain favor with the new administration. Meta yesterday appointed three new board members, including Dana White, president of the UFC and a supporter of Donald Trump. The company has also moved its trust and safety teams from California to Texas and other locations in the US.
Kaplan concluded: "Meta's platforms are places where people can express their opinions freely. It can be messy, but that's free expression."
The Oversight Board welcomed the decision to revise the fact-checking approach, expressing readiness to collaborate with Meta on shaping free speech policy in 2025.
These changes signal Meta's new approach to free speech and content moderation, which will shape the digital landscape in the years to come.
