The situation in Bosnia and Herzegovina, even after the visit of European Commission President Ursula von der Leyen, and the Prime Ministers of Croatia Andrej Plenković and the Netherlands Mark Rutte, has not improved, nor have relations in the political context relaxed, and it seems that the message to BiH authorities that time is running out has not yielded results.
Everyone is still at square one.
In addition to the diplomatic scandal where Plenković did not want to come to the Presidency of BiH because Željko Komšić was also there (where else would the legally elected member of the BiH Presidency be?), a bitter taste of silence from Leyen and Rutte remained regarding this unprecedented humiliation of the institutions of Bosnia and Herzegovina!
Also significant is the other silence, or rather, the ignoring of the nonsensical demands of HDZ and SNSD regarding the Election Law and the Constitutional Court of BiH, which cannot be linked in any way to BiH's path to the European Union.
Komšić emphasized this today, telling Radio Sarajevo that it is important for citizens and all those who are politically engaged to know the following - neither Von Der Leyen nor Rutte mentioned the Constitutional Court and the method of electing members of the Presidency as a condition for progress on the European path!
"So, what HDZ and SNSD are demanding regarding elections to these two institutions has not been taken into account at all. Therefore, nothing that was agreed upon at the last meeting with Dodik was mentioned as something necessary for the decision to open negotiations," Komšić stated.
The 'Troika', however, is apparently agreeing to the conditions that Dragan Čović and Milorad Dodik are putting on the table as part of a package of reforms that would open BiH's path to negotiations for EU accession.
Therefore, instead of boasting about the results of their work, Elmedin Konaković could be constructive and explain to partners Čović and Dodik, if they haven't understood, what the EU is asking of us, instead of agreeing to blackmail and delivering the Election Law and the Constitutional Court to them, when the European Union itself is not asking for it!
Therefore, the 'Troika' will have to articulate its actions and state whether it is working on reforms that the EU demands, or on appeasing Čović and Dodik with those reforms, which would mean further collapse of BiH, a stronger ethnic division, and an extremely uncertain security situation.
"The Law on Prevention of Money Laundering and Financing of Terrorist Activities, public service, Frontex, the Law on Conflict of Interest, with or without the Law on Courts, it is the most controversial among us. These laws have no ethnic-political background. And if the topics are not linked, we are close to a historic breakthrough," Konaković said today.
And if that's the case, what are we waiting for! Konaković knows this, so he should be honest with the public and say that Čović and Dodik are conditioning these reforms with their non-European demands. The only question is why the 'Troika' doesn't clearly distinguish this, especially now when official Brussels is silent about it! Then we could conclude that it suits them too to hide behind supposed European reforms, and on those wings to get a floating third electoral unit, i.e., a third entity, which the UZP members tried to achieve during the aggression, and a stronger and 'more independent' Republika Srpska.
As such, we would enter the EU with Konaković according to the Cypriot model, and the citizens do not want such a thing. Support for this can also be found in the words of Elmedin Konaković, who, after returning from Brussels, said that the EU is considering how to help only the Federation of BiH.
He did not clearly state then, nor now, that this 'Cypriot model' is not suitable for Bosnia and Herzegovina. He obviously won't say it either, because the desire to show that he is better than SDA and that SDA is solely to blame for the entire situation in BiH is greater than establishing a strong sovereign state of BiH!
Because, if it were otherwise, the 'Troika' would not be scheduling a meeting with all parliamentary parties in the BiH PS to discuss amendments to the BiH Constitution and the implementation of judgments from Strasbourg (of course, this is also a euphemism for Čović's desire for 'legitimacy'), but would be adopting FRONTEX and similar legal regulations that lead us to the EU today. Because March is near, and time is running out.
And the fact that they are relieving us by saying that only "what the presidents sign" has been agreed upon is particularly frightening, because we have witnessed how the coalition at the state level functions over the past year. No matter how you turn it, HDZ and SNSD win!
