Kajganić does not react even to the blockade of the inter-entity line: Dodik increasingly proves he is untouchable!

While reactions to the events in Bosnia and Herzegovina are piling up, a new decision from the Court is still awaited regarding the BiH Prosecutor's Office's indictment against Milorad Dodik for non-compliance with the decisions of the High Representative Christian Schmidt.

The Court of Bosnia and Herzegovina states that it will rule on the amended indictment against the President of Republika Srpska within the legally prescribed period.

However, is this indictment, in which the BiH Prosecutor's Office did not find grounds for overthrowing the constitutional order by Dodik, not agreed upon in the SNSD's "kitchen," all in order to ultimately have protests, and then everything else that followed, which was on the verge of conflict at the inter-entity line?

It is clear to any lawyer why Milanko Kajganić, the Chief Prosecutor of the BiH Prosecutor's Office, decided to form a case against Milorad Dodik for the criminal offense of "failure to implement the decisions of the High Representative," and not for the criminal offense of "attack on the constitutional order of BiH," which, after Schmidt's amendments, is much easier to prove than it was in the previous period.

Kajganić did not sign the indictment against Dodik, although he had to, because his position is the first in the country that should defend the rule of law and the constitutional order. However, Kajganić was concerned with "leaking information" and who provided the court decision to the media, which stated the reasons for returning the indictment to the BiH Prosecutor's Office.

There is no doubt that the initiator of the crisis was the session of the National Assembly of Republika Srpska in June, at which laws were adopted concerning the non-publication of OHR decisions and the suspension of the application of decisions of the Constitutional Court of Bosnia and Herzegovina in Republika Srpska. The High Representative immediately reacted by annulling these laws using his Bonn powers and ordering amendments to the Criminal Code, but he left Milorad Dodik alive, and thus room for him to continue acting in the manner we have witnessed in recent days.

While Schmidt accuses Dodik of manipulating the citizens of RS, one could easily say that Schmidt is also manipulating the citizens of BiH, because his actions, since he took office as High Representative, have exclusively impacted the Federation. The fact that he annulled the decisions of the NSRS, while at the same time RS does not recognize him as the High Representative, is a deception of the public in which he wanted to prove that he is still working.

And it seems that everyone is making moves that do not resolve the situation, but further complicate it. This is shown by the Prosecutor's Office's indictment, as well as Schmidt's earlier decisions, and after all, the reaction of the US Embassy, which welcomed the indictment, even though it is flawed!
The games without borders continue while Dodik seeks an exit ticket, and time is on his side, while he now shifts the burden of the crisis to the opposition in RS.

Kajganić did nothing about the shameful obstruction of movement at the inter-entity line, which is prohibited by Dayton. Staša Košarac, the state minister who led the protests, should have been questioned about it yesterday. But here, it seems, no one cares about the true rule of law, but about games in which political opponents outsmart each other, with the help of the international community, which, at the end of it all, tells us that even verdicts should be negotiated!?

Why then is it not clear that Dodik has achieved his goal and proven that he is untouchable!
