
(Patria) - The 13th emergency session of the House of Peoples of the BiH Parliament has been scheduled for Monday, May 19, starting at 11:00 AM in Sarajevo. There are only two items on the agenda.
Both relate to the dismissal of SNSD officials - Speaker of the House of Peoples Nikola Špirić and Ministers of Foreign Trade and Economic Relations Staša Košarac and Finance Srđan Amidžić.
The initiative to convene the session was sent to Špirić by delegates Džemal Smajić (SBiH), Safet Softić (SDA), Nenad Vuković (PDP), Zlatko Miletić, Šefik Džaferović (SDA), Želimir Nešković (SDS), Kemal Ademović (NiP), and Dženan Đonlagić (DF).
The initiative was forwarded on April 24, but although Špirić was supposed to convene the session within three days of receiving the request, he did not do so and only scheduled it for May 19, thereby violating the Rules of Procedure.
We asked delegate Dženan Đonlagić about his expectations for the emergency session and whether he expects SNSD delegates to leave to prevent a quorum for its further work.
Đonlagić says that Sarajevo's Trojka (SDP BiH, NiP, Our Party) is "washing its hands" of the government's major failure with SNSD and HDZ BiH.
- They are using Trojka from RS as a "fig leaf" to try to stop the decline in the 2026 elections. SNSD and HDZ are strategically together, and no talk of dismissals will change that - Đonlagić told Patria.
He reminds that at the beginning of 2023, Sarajevo's Trojka missed the opportunity to remove SNSD from the Council of Ministers of BiH.
- Only two days in a four-year mandate are important. When voting in the Presidency of BiH for the Chairman of the Council of Ministers of BiH, and when deputies from the House of Representatives confirm all ministers and deputy chairmen in the Council of Ministers of BiH.
Sarajevo's Trojka then voted for SNSD officials, and that is an irrefutable fact. Just as it is a fact that Trojka deputies voted twice for the Minister of Finance from SNSD - both Tegeltija and Amidžić. Once wasn't enough for them, so they did it twice - Đonlagić states.
According to him, dismissals are constitutionally impossible if two of the three governing partners hold the quorum in the House of Peoples.
- SNSD and HDZ hold these parts of the government and will remain so until the 2026 elections.
Sarajevo's Trojka knew this but, out of fear of losing the 2026 elections, embarked on a so-called reconstruction of state government without having the constitutional capacity to see it through. This is the point, everything else is nuance.
When they started the so-called dismissal of SNSD officials, they knew it could not be completed due to the House of Peoples - Đonlagić points out.
He emphasizes that Trojka from RS (SDS, PDP, Justice and Order List) does not want to dismiss the Council of Ministers of BiH, but only to shuffle SNSD's seats.
- They rejected DF's proposal to include in the so-called Platform a text by which deputies and delegates would initiate a vote to dismiss the entire Council of Ministers of BiH.
The two trojkas are a parliamentary third. They do not have the capacity to change the state government.
It is unbelievable that the signatories of the Platform in the House of Peoples have only 4 out of 15 delegates, and the majority for decision-making is 8. What kind of laws are they talking about passing then?
By voting in the National Assembly of RS, following SNSD, they showed that they do not actually want Dodik arrested and brought before the Prosecutor's Office and Court of Bosnia and Herzegovina - our interlocutor says.
He emphasizes that only Nebojša Vukanović's party has remained politically consistent to the end.
- And yes, Trojka from RS, by publicly supporting HDZ's proposal for amendments to the Election Law, thought that Čović would let them into power. With that, they also sent us a message that they are the same as SNSD on that issue.
If anyone thinks that changing names and surnames of delegates will solve the quorum issue, they are gravely mistaken.
HDZ and SNSD will remain together as long as the policies of Zagreb and Belgrade agree on denying the real sovereignty of Bosnia and Herzegovina and its institutions and interfering in our internal affairs.
No trojkas or platforms can separate them. It could only be done by removing officials from positions within institutions, but that opportunity was missed in January 2023.
Do you remember the statement of a Trojka official on January 13, 2023, who said that Dodik and Čović were ready to cooperate, and if it turned out not to be the case, they would apologize to the citizens and withdraw? They lied about that too, didn't they - Đonlagić concluded in his conversation with Patria.
