Zenica-Doboj Canton First Canton to Sign Agreement for Transition to Program Budgeting via Oracle Cloud Solution

(Patria) - The Zenica-Doboj Canton is the first canton in the Federation of BiH whose Ministry of Finance has signed an agreement for the transition to program budgeting, in accordance with the instructions of the Federal Ministry of Finance. Following the successful implementation of the Oracle ERP Cloud system, an agreement was signed today at the Cantonal Ministry of Finance, representing the next step in this process – the introduction of the Oracle application for planning and budgeting (Enterprise Performance Management – EPM).

The agreement for the provision of technical support services and subscriptions for Oracle Cloud solutions was signed by the Minister of Finance of ZDK, Dženana Čišija, and the regional director for cloud applications at Oracle, Jovana Vidaković.

Based on the decision of the Government of the Zenica-Doboj Canton, the most favorable bidder in the open public procurement procedure was the company Oracle BH d.o.o. Sarajevo, whose offer, as the only one received and fully acceptable, was assessed as the most economically and technically favorable.

The agreement includes the following services: Oracle ERP Cloud – subscription for 42 named user licenses, Oracle Procurement Cloud – subscription for 25 users, and Oracle Enterprise EPM Cloud (planning and budgeting) – subscription for 50 users.

By concluding this two-year agreement, the Ministry of Finance of ZDK enters the phase of implementing program budgeting, thereby further strengthening transparency and efficiency in public fund management.

Let us remind you that in November last year, a new module for budget planning was presented, as a continuation of the use of Oracle ERP Cloud, which the Ministry of Finance of ZDK has been using for three years.

Minister Čišija expressed full support for this step forward, emphasizing that ZDK strives to establish a modern, functional, and responsible public finance system in line with the best international practices.
