FBiH Government Adopts Execution Report: 67 Percent of FBiH Budget Goes to Social Benefits

(Patria) - The Government of the Federation of Bosnia and Herzegovina, at the proposal of the Federal Ministry of Finance, adopted the report on the execution of the FBiH Budget for the period from January 1 to September 30, 2023. Total realized revenues, receipts, and financing of the FBiH Budget in this period amounted to 4,242.86 million KM, which is 63 percent of the plan for 2023 and an eight percent increase compared to the same period last year.

Revenues from taxes amounted to 3,734.22 million KM, which is 77 percent of the plan, and an 16 percent increase compared to the same period last year. Non-tax revenues amounted to 237.34 million KM, current transfers received were 81.52 million, and revenues from budget financing were 189.78 million KM.

Total calculated expenditures and outlays for the period January - September this year amounted to 4,391.29 million KM. According to the functional classification, the largest amount of funds, 2,946.90 million KM, was spent on social benefits, or 67.11 percent of the total realized expenditures.

The report stated, among other things, that current transfers and other current expenditures in the period January-September 2023 amounted to 3,355.23 million KM. The largest allocations for current transfers and other current expenditures in the period January-September 2023 are regular monthly transfers, including pension payments (2,338.37 million KM), health insurance contributions (27.20 million KM), disability benefits (2.18 million KM), and for civilian war victims (18.38 million KM). Transfers for war invalids in this period amounted to 211.45 million KM, followed by transfers for the implementation of the Law on Support for Families with Children (78.26 million KM), as well as the Law on Parental Caregivers (20.79 million KM), and assistance in the treatment of veterans (1.47 million KM). There are also transfers for the implementation of the Law on the Rights of Demobilized Fighters (monthly subsistence allowance 43.39 million KM), then the Law on Special Rights of Holders of War Decorations (13.32 million KM), and for civilian invalidity benefits (156.86 million KM).

Transfers for healthcare amounted to 78.89 million KM, with the most significant being to the FBiH Health Insurance and Reinsurance Institute (27.27 million KM), for the reconstruction of healthcare institutions in FBiH (41.33 million KM), and for medically assisted reproduction (7.5 million KM). Subsidies to public enterprises amounted to a total of 31.5 million KM, of which the largest amounts relate to transfers to JP Željeznice Federacije BiH (regular transfer of 14.5 million KM, and for settling obligations of six million KM).

Subsidies to private companies and entrepreneurs in the period January-September 2023 were realized in the amount of 68.27 million KM, mostly for milk and tobacco subsidies (41.88 million KM), followed by incentives for agricultural production (19.59 million KM).

Capital expenditures in the period January - September this year were realized in the amount of 48.16 million KM.
