House of Representatives of PSBiH to discuss budget and amendments to the Law on Salaries

(Patria) - The fourth urgent session of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina has been scheduled for today, and MPs will consider the Bill on the Budget of Institutions and International Obligations of Bosnia and Herzegovina under an urgent procedure.

The Council of Ministers of BiH unanimously determined the budget in draft form on March 15. Total revenues, receipts, and financing of BiH institutions within the budget for 2023 amount to KM 1,315,400,000, which is an increase of KM 241.8 million compared to the budget of BiH institutions for 2022.

The Bill on the Budget of Institutions and International Obligations of BiH for 2023 was determined by the Presidency of BiH at an extraordinary session on March 20, and a day later the Bill was sent to the parliamentary procedure for adoption under an urgent procedure.

Before the discussion on the budget, the agenda includes the Bill on Amendments to the Law on Salaries and Allowances in Institutions of Bosnia and Herzegovina, proposed by the Presidency of BiH, with a request for the Bill to be considered under an urgent procedure.

The mentioned proposal requests that a new Article 7c be added to the Law on Salaries and Allowances in Institutions of Bosnia and Herzegovina, which states that, exceptionally from Article 7 of this law, salaries and allowances for appointed and elected persons in BiH institutions with a coefficient above 8.0 will be calculated using a base of KM 535.

With these amendments, the salaries of appointed and elected persons in BiH institutions would remain at the existing level, regardless of the increase in the base amount to KM 600 for employees in BiH institutions, which the Council of Ministers of BiH adopted in order to improve the material position of employees due to the general trend of rising prices.
